SAN JUAN COUNTY COMMISSION MEETING March 28, 2005 The regular meeting of the San Juan County Commissions was held at 10:00 A.M. in the Commissions Room at Monticello, Utah Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, Clerk/Auditor Michelle Baird, Deputy Clerk A motion to approve the minutes of March 21, 2005 as amended was made by Commissioner Manuel Morgan. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Monty Perkins- maintenance Presented a bid request for window replacement from Rick's Glass in the amount of $7415. Commissioner Bruce Adams motioned to approve the bid from Rick's Glass. Commissioner Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Presented a bid request for carpet and blinds in the amount of $2414. from American Flooring. Commissioner Bruce Adams motioned to approve the bid from American Flooring. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Presented a request bid for a drop ceiling in the amount of $1185.00 from Johnson Construction Company. Commissioner Manuel Morgan motioned to approve the bid from Johnson Construction Company. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Norman Johnson- County Clerk Presented a request to write off outdated bills in the amount of $1540.00. Commissioner Manuel Morgan motioned to approve write off the out dated bills. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Bret Hosler- Legacy Trust Fund Request funds or a letter of intent from the county to donate to the Legacy Trust Fund. These funds would go to community development project in Blanding. The commissioners have not reach a decision on the matter but will place it on next Monday's agenda. Personnel Department Walter Bird Requested approval for two promotions. David Blackhorse promoted to Lead Culvert man from step 117 to step 128 effective March 1. Melissa Slade promoted to Director of Aging/Administrative Assistant from step 129 to step 180 effective March 1. Commissioner Bruce Adams motion to approve the promotions. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Evan Lowry- Planner Presented for approval the Forest Service challenge Cost Share Agreement Plan on trail maintenance in the national forest the agreement is for five years. Reported research conducted on the proposal from Lisbon Valley Mine for a road closure. Road 358 can be temparary closed. Lisbon Valley Mine will need to present a detailed proposal for the controlled intersection across county road 313. Administrative Assistant Rick Bailey Reports the TV is out on Abajo peak. The county is currently working to solve the problem. The name of Ruth Nicol was presented to fill a position on the La Sal Special Service District Recreation Board. Commissioner Bruce Adams motioned to appoint Ruth Nicol to the board. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. A motion to join the Western County Alliance for two years in the amount of $7500 per year contingent upon a written agreement was made by Commissioner Manuel Morgan. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Tony Schetzsle - Park Service Reported that the park service intends to assist with staff at the county visitors center. Greg Martin from Monticello Veterans Memorial Committee Reports that the Committee is in the planning stages of a ground breaking ceremony and invited the Commissioners to join the ceremony on Manorial day. Open Time Commissioner Bruce Adams recommended the county send a letter to our Washington delegations, all the State Legislators, the governor and senator Reed of Nevada. Expressing our continued interest in having spent nuclear fuel rods stored in The San Juan County Lisbon Valley area. The financial Benefit to the state educational fund and taxpayers would be enormous and should not be ignored. The commission agreed to have Mr. Bailey begin drafting a letter. Commissioners Reports Commissioner Stevens was congratulated on his having been appointed by Governor Huntsman as State Public Lands Policy coordinator. Questions relating to his ability to hold both state and county offices is yet to be determine by the Governor's Legal council. Commissioner Stevens will take over his state duties on May 15th . March 31st Commissioner Stevens will attend a meeting on water conservancy sponsored by the Forest Service, in Green River. The Commissioners, other Elected Officials and Department Heads will be touring the Lisbon Valley Mine today at 1:00 pm. Meeting Adjourned at 12:15.
