SAN JUAN COUNTY COMMISSION MEETING April 18, 2005 The regular meeting of the San Juan County Commissions was held at 10:00 A.M. in the Commissions Room at Monticello, Utah Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, Clerk/Auditor Michelle Baird, Deputy Clerk A motion to approve the minutes as corrected of April 11, 2005 was made by Commissioner Bruce Adams. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Melissa Slade- Aging/Administrative Assistant Discussed her concerns with the three Senior Center Directors requesting travel to Washington DC for Title V training. The commissioners indicated that county funds should be used for services to the Senior Citizens. Blackhawk Transportation-Ben Black Discussed concerns about the restrictions placed by the BLM on his permits which have made it impossible for Blackhawk to Operate. Requests any possible options that would allow him to continue to do business. Commissioner Stevens will meet with Sally Wiseley -BLM director in an attempt to resolve the issue. Evan Lowry- Planner Presented a few alternatives for the Jeep Safari Permits that could make it more economical. He will continue to refine the process. Monty Perkins-Building Maintenance Presented a bid and request for two industrial washing machines for the Public Safety Building in the amount of $8500 from Alliance Laundry Equipment Company. Commissioner Bruce Adams motioned to approve the purchase. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Presented a bid and request to install an air conditioning system in the control and dispatch center of the Public Safety Building in the amount of $4075 from R n B Heating and Cooling and in the amount of $4842 from Keith Campbell Service Inc . Commissioner Bruce Adams removed him self from the discussion and vote. Commissioner Manuel Morgan motioned to approve the bid from R n B Heating and Cooling. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Reports that the roof on the Administration Building and the Blanding Senior center are leaking. Suggests that Administration Building be repaired and the Blanding Senior Center be budgeted for repairs next year. San Juan Counseling -Dan Rogers Submitted for approval an amendment to the State Mental Health Substance Abuse Contract. Commissioner Manuel Morgan motioned to approve the contract. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Presented San Juan Counseling Quarterly finical Report. Magdelene Rock-Southern County Fair Coordinator Submitted a letter of concern and reported that all other sponsors have discontinued funding for the fair and that there are problems relating to fund expenditures. Norman Johnson, County Clerk/Auditor stated that he was satisfied with the accounting for funds done by Mrs. Rock but not necessarily with some of the philosophy behind the expenditures the last few years. The Clerk was ask to draft a letter to the Utah Navajo Commission requesting all the excess funds be turned over to the county and to check on the fair ground ownership. A motion was made by Commissioner Manuel Morgan for the county to take over organizing the fair with Magdelene Rock as the Southern County Fair Coordination. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Administrative Assistant Rick Bailey Presented the name of Valerie Bradshaw to serve on the LaSal Special Service Recreation District. Commissioner Bruce Adams motioned to appoint Valerie Bradshaw to the LaSal Special Service Recreation District. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Presented for approval the Flat Iron Mesa Subdivision Phase IX . Presented procurement request for a Life Pack Defibrulator Unit in the amount of $11,906.95 from Medtronic Phyiso Control and a replacement ambulance cot in the amount of $3380 from Rocky Mountain Ambulance. Commissioner Bruce Adams motioned to approve the agreement. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. David Bronson Surveyor Presented a request to accept five roads from the Flat Iron Mesa Subdivision onto the B Road System. Commissioner Bruce Adams motioned to accept the roads. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Open Time A motion to include preventive health care in the county employee health care plan was made by Commissioner Bruce Adams. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Greg Martin of Monticello advised the Commissioners of Congressman Matheson's Staff visits to San Juan County next week April 26,27 and 28. Commissioners Reports All three commissioners will be in Layton the remainder of the week attending the UAC management conference on Wednesday, Thursday and Friday. At 1:30 Commissioner Bruce Adams made a motion to go into Executive Session to discuss a legal matter. Commissioner Manuel Morgan seconded. None Opposed.
