SAN JUAN COUNTY COMMISSION MEETING May 2, 2005 The regular meeting of the San Juan Commissions was held at 10:00 A.M. in the Commissions Room at Monticello, Utah Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Melissa Slade, Aging/Administrative Assistant Norman L. Johnson, Clerk/Auditor Michelle Baird, Deputy Clerk Absent: Rick Bailey, Administrative Assistant A motion to approve the minutes of April 25, 2005 as amended was made by Commissioner Manuel Morgan. Commissioner Bruce Adams Seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. Willis B. Nakai-Cattleguard Installation Submitted an agreement for the installation and maintenance of a cattleguard. Commissioner Manuel Morgan motioned to approve the agreement upon the payment of proper fees. Commissioner Bruce Adams Seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. Joyce Adams Martin-Library Issues Raised concerns over the majority of newly appointed Library Officials and said State grant money is available for state certified Libraries. She stated patrons are unhappy with some of the changes that may be occurring in the operation of the Monticello Library. Nick Sandberg- BLM Reported to the commission on the potential impounding of livestock that are trespassing on other grazing permits. Requests cooperation from the county in this matter. The BLM is willing to meet with the Chapters elected Grazing Officials. Sandy Meyers BLM Approached the commissioners to set up a meeting with Sally Wisely on Tuesday 10th in regards to the up coming celebration for the 1906 Antiquates Act. Monty Perkins-Building Maintenance Submitted for approval a bid and request for Liebert Nfinity UPS computer system in the amount of $ 17,000 from Connected Technologies. Commissioner Manuel Morgan motioned to approve the Purchase. Commissioner Bruce Adams Seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. Submitted for approval a bid and request for furniture for the Treasures Office in the amount of $3,730 from Correction Industries. Commissioner Manuel Morgan motioned to approve the purchase. Lyle Bayles Invited the Commissioners to attend the meeting of the Habitat Coalition, on May 15, 2005 at 7:00 pm in the CEU Administration Building. Personnel Cyndi Eldredge The name of Cory Patterson was presented to fill the position of Corrections Officer at grade 9 step 63, upon completion of training his salary will be raised to grade 15 step 114. Commissioner Bruce Adams motioned to approve the new hire. Commissioner Manuel Morgan Seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. The Name of Susan Hamonn was presented to fill the position of part-time librarian in the Monticello Branch of the San Juan County Library. Commissioner Bruce Adams motioned to approve the new hire. Request that Rhonda Bushore be "pre-approved" as an emergency hire/substitute for Assistant Librarian. Commissioner Bruce Adams motioned to approve the new hire. Commissioner Manuel Morgan seconded. Alice Carton, Ann King, Lee Johnson, and Marline DePietro- Manti Lasal Nation Forest Reported and answered questions in regards to the New Forest Service Planning Rule. Informed the Commissioners that the rule is being review and challenged by various groups at this point. Lana Latham- San Juan County Library Director Reported and answered questions in regards to the new programs and procedures being implemented in the County Library System. Communication- Steve Bradford Request permission for out of state travel to attend the National Translator Association annual similar in Denver, Colorado. Commissioner Bruce Adams motioned to approve the out of state travel. Commissioner Manuel Morgan seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. Open time and Other Business Presented a bid and request for a crack sealer in the amount of $31,800 from Holland Equipment for the Road Department. Commissioner Manuel Morgan motioned to approve the purchase of the crack sealer. Commissioner Bruce Adams seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. Administrative Assistant Report The following building permits were submitted for approval: Morgan Kuykendall for a residence, Richard Mc Elhaney for a summer home, Yoakam Contracting for a residence, and two for Dave & Bonnie Evans for a garage and a residence. Commissioner Manuel Morgan motioned to approve the building permits. Commissioner Bruce Adams seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. Presented for approval a resolution from the Dennehotso Chapter on a road expenditure. Commissioner Manuel Morgan motioned to approve the request contingent upon receiving the correct paper work . Commissioner Reports Commissioner Adams presented a request from the Navajo Mountain Chapter to fund youth educational trips with recreational money. After much discussion Commission Bruce Adams motioned to approve the expenditure. Commissioner Morgan seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. The Commissioners want to review county polices and procedures regarding expenditures with department heads a elected officials prior to the budget cycle. Commissioner Stevens will be attending Senator Bennetts Conference Tuesday and, Wednesday on Thursday he will be in Salt Lake City. Commissioner Adams will be attending Mental Health Board meeting today at 3:00 pm and in Price Wednesday for the Rural Business Conference. Commissioner Morgan will be attending the Rural Business Conference Tuesday and Wednesday in Price. Commissioner Morgan will be in Albuquerque the remainder of the week, he will not be able to attend commission meeting next week.
