SAN JUAN COUNTY COMMISSION MEETING MAY 16, 2005 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Melissa Slade, County Administrative Assistant Norman Johnson, County Clerk Tammy Gallegos, Clerk Absent: Rick Bailey, County Administrator A motion to approve the minutes of the May 9, 2005 meeting was made by Commissioner Bruce Adams, Commissioner Manuel Morgan seconded. None opposed, Commissioner Lynn Stevens declared the motion carried. Bob Lowe: with the Rural Water Association of Utah presented surface and ground water issues that are always present and outlined some ways to maintain the quality of water within our communities through education and ordinances. Currently the water situation within the county is satisfactory. Norman Johnson: Discussed with the Commission to possibility of utilizing the SSBG Grant for the year 2005/2006 for in house distribution to help with the La Sal Senior Center, and to also supplement the monetary needs for the in home services contracted through Rocky Mountain Home Health. Walter Bird Deputy Attorney Report: Mr. Bird presented for Commission Signature the Mental Health and Substance Abuse Pass Through contract from the department of human services. Commissioner Manuel Morgan made a motion to approve the contract, Commissioner Bruce Adams seconded. None opposed, Commissioner Lynn Stevens declared the motion carried. Administrative Assistant Melissa Slade's Report: She has contacted John Parkinson with Aramark and the School District in regards to the possibility of the school in La Sal being able to supply meals for the La Sal Seniors. Mr. Parkinson would have to investigate what they would need to do to make the meals appropriate for senior citizen needs. If a contract is feasible the start date is projected for August when school starts for the year. Ms. Slade presented two subdivisions for approval Turkey Trot Phase I and Phase II; Commissioner Bruce Adams made a motion to approve the subdivisions. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Open Time: Steve Burtenshaw: from the San Juan County Health Care District Board delivered mail to the Commissioners; four of the six board members have resigned. The Commission is going to contact the State Health Office to investigate the issues that have been addressed in the letter, along with other issues. David Bronson County Surveyor: presented a request to accept two roads on the B road system, East Allen Street and Spielman Lane in Spanish Valley for commission approval. Commissioner Manuel Morgan made a motion to accept the roads on the B road system. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. The commission asked Mr. Bronson to look into Mr. Lynn Zufelt dust issues and to bring back a recommendation to help alleviate the situation. Mr. Bronson reported to the Commission that the BLM is putting a fire management facility in Spanish Valley. There are several D roads in the area where they are planning to put the facility. These roads will be cut off and eventually closed. The Commission advised Mr. Bronson that there needs to be a discussion with the BLM on this issue. Mr. Norman Johnson: informed the Commission that the county auditors are coming next week. Under the circumstances Mr. Johnson would like to request Tamia Hurst as a temporary emergency hire for his department. Her employment will only be for 4-5 weeks or until someone can be hired permanently for the open/advertised clerk's position. Deputy Attorney Bird was consulted and confirmed that this hire would be within legal state statutes, under the circumstances. Commissioner Bruce Adams made a motion to approve the temporary emergency hire, Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Bruce Adams: shared with the commission the Division of Wildlife Resources gray wolf management plan. Commissioner Bruce Adams made a motion to oppose the introduction of gray wolves in Utah. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commission Reports: Commissioner Lynn Stevens: will be in Salt Lake City all this week. He had a meeting last week with Governor Huntsman on RS2477 Roads. Wednesday he will be confirmed a member of the 3 member Utah Navajo Trust Fund Board. Commissioner Manuel Morgan: has an AOG meeting Thursday in Price. He did meet with UP&L and there will be a blanket MOA that will bring power to the families on the reservation. He met with Demille Engineering in Bluff, after drilling down 5 feet water was found, so there has to be some contamination present. He will not be in the County next Monday for commission. He will be in consultation with the Federal Government in San Diego CA. Commissioner Bruce Adams: reported that Larry Echohawk will be speaking at the Blanding Library, Thursday at 7 pm. The 24th he has the South Eastern Utah Health Board meeting in Green River Bruce will not be able to attend the meeting. Commissioner Lynn Stevens may be able to attend this meeting in his place. This Sunday He will be traveling with Mr. Rick Bailey, Ms. Melissa Slade, and Mr. Lynn Laws to Navajo Mountain. Meeting adjourned. 1:15 P.M.
