SAN JUAN COUNTY COMMISSION ROOM September 26, 2005 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Norman L. Johnson, County Clerk/Auditor Melissa Slade, Administrative Service Manager Hannah R. Whipple, Deputy Clerk A motion to approve the minutes of September 19th, 2005, as amended, was made by Commissioner Manuel Morgan. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Forest Service Contact - Sheriff Mike Lacy Sheriff Mike Lacy presented the Commissioners with a Forest Service Contract. Commissioner Manuel Morgan made a motion to approve the Forest Service Contract. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Howard Randall - San Juan County Assessor Commissioner Bruce Adams made a motion to go into BOE. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Howard Randall and Greg Adams presented the Commissioners with these changes to the County Assessment Rolls: Pack Creek Ranch - Parcel # 000030000100 - Howard recommended taking it from a commercial lot and place it as a residential lot. The county owes Pack Creek Ranch $639.00 for double tax on this parcel. Commissioner Bruce Adams made a motion to approve the conversion of this building to a residential building and to allow the Assessor to determine the best way of paying the tax payer. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Doug Wright - Parcel # A00170000080 reduced the value from 186,275 to 163,710. David Redd - Parcel # A00210000150 reduced the value from $234,712 to 212, 505. Ralph Mitchell - Parcel # 24S23E296600 reduced the value from 141,600 to 70,700. Paul Barr - Parcel # A33230367203 reduced the value from 14,744 to 10,394. Commissioner Bruce Adams made a motion to accept the recommendations of the Assessor. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Larry Richmond - Presented the Commissioners with issues on the value of a piece of property with a modular home on it. The value on the property is $132,871. Mr. Richmond thinks the value should be set to $65,000 as that was the amount on the purchase contact. Commissioner Bruce Adams made a motion to set the value at $65,000. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Larry Richmond also presented the Commissioners with issues on a piece of property purchased at a discount price. The Commission was unwilling to change the value because it was purchased after BOE dates. Commissioner Bruce Adams made a motion to take no action on the property. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Bruce Adams made a motion to go out of BOE. Cyndi Eldredge - Personnel Office Mrs. Eldredge presented the Commissioners with payroll changes. Colleen Harris from a step 44 to a step 79. Commissioner Bruce Adams made a motion to approve the pay increase. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Cyndi presented a payroll change from Amber Young from a step 80 to a step 84. Commissioner Manuel Morgan made a motion to approve the pay increase. Commissioner Lynn Stevens seconded the motion. Melissa Slade - Administrative Service Manager Mrs. Slade presented the Commissioners with the following building permit: Gavin Harrison - Storage Building - LaSal Commissioner Manuel Morgan made a motion to approve the building permit provided all data and signatures are affixed. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Evan Lowry - Planning Department Report Mr. Lowry reported on the Bayles Ranch Road and the negotiations between Will Petty and the Forest Service. Mr. Lowry requested a signature from Commissioner Lynn Stevens on a letter to the Forest Service on Wild and Scenic Rivers. Norman L. Johnson - San Juan County Clerk/Auditor Mr. Johnson gave the Commissioners a financial update on the Southern Fair. Mr. Johnson presented the Commissioners with the 2005 Special Tax Abatements. Commissioner Manuel Morgan made a motion to approve the 2005 Special Tax Abatements. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Open Time: Steven Bradford requested a letter signed by the Commissioner Lynn Stevens about a channel signal that is interfering with a San Juan County channel. Commissioner Lynn Stevens signed the letter. Phill Glaze spoke with the Commissioners about issues with weeds along the county road at Wilsons Arch. The Commissioners informed Mr. Glaze that they would have the weeds mowed. Peggy Humphreys, Cleal Bradford, and Susan Taylor informed the Commissioners about the designation of the Trail of the Ancients as a Scenic Byway and related the process to obtain the designation. Commissioners Reports: Commissioner Bruce Adams has a meeting with Dave Cunningham about the Bluff Sewer Project. Commissioner Manuel Morgan reported on his attendance to UAC last week. Commissioner Manuel Morgan will attend an Aneth Chapter Meeting tonight. Commissioner Lynn Stevens will attend a meeting in Lake Powell on October 7th.
