SAN JUAN COUNTY COMMISSION ROOM October 17th, 2005 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Rick Bailey, San Juan County Administrator Norman L. Johnson, County Clerk/Auditor Hannah R. Whipple, Deputy Clerk Absent: Bruce Adams, Commissioner A motion to approve the minutes of October 3rd, 2005, as amended, was made by Commissioner Manuel Morgan. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Evan Lowry - Planning Department Evan Lowry reported that the meeting is setup with Lee Johnson for October 21st, 2005, at 7:00 P.M. To discuss the Bayles Ranch Area Road. Cyndi Eldredge - Personnel Department Cyndi presented the name of Steven Kirk Hazelton to fill the Dispatcher position at the Public Safety Building. Commissioner Manuel Morgan made a motion to approve the hiring Steven Kirk Hazelton for the Dispatcher position. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Norman L. Johnson - San Juan County Auditor/Clerk Norman Johnson requested the Commission consider allowing a Tax Abatement for an elderly man. Commissioner Manuel Morgan made a motion to approve the Tax Abatement. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Mr. Johnson presented the Commission with an Audit Update. Mr. Johnson informed the Commission that he has sent the 2006 Budget Schedule and Forms to all the departments. At next weeks Commission meeting he would like to set a time for the Departments to present their Budgets to the Commission. Mr. Johnson presented a current update on the Southern Fair. He informed that Commission that at this time the Fair is $4800.00 over budget. Rick Bailey - San Juan County Administrator Rick presented the Commissioners with the following building permits: Tom Keogh - Shed - Old LaSal M&M Manufactured Homes - Manufactured Home - Spanish Valley Ryan Ellis - Garage - Spanish Valley Commissioner Manuel Morgan made a motion to approve the building permits provided all data and signatures are affixed. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Rick advertised for the unexpired term of Paul McDonald representing Blanding on the San Juan Water Conservancy. Norman L. Johnson was the only applicant and was appointed the position. Manuel Morgan made a motion to approve the appointment of Mr. Johnson. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Mr. Bailey reported that the Montezuma Creek Lighting Project is moving ahead. Open Time: Sheriff Mike Lacy requested the Commission Chairman's signature on the Women's Domestic Violence Grant. Commissioner Manuel Morgan made a motion to approve the grant. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Howard Randall - San Juan County Assessor Commissioner Manuel Morgan made a motion to go into BOE. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Howard Randall presented the Commission with two proposed Property Tax Changes: John Dowell Parcel # A0020000027A had 1/3 of a lot purchased in the past, which we had valued as a lot for construction, but due to size it cannot be used for a building, therefore it needs to be revalued. David Palmer called and reported that his land was no longer vacant. He built a home and moved into it in September of 2004. We therefore added the value of his home and the residential lot to Parcel # 36S22E351804. Commissioner Manuel Morgan made a motion to change the value of the land on Parcel # A0020000027A. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Manuel Morgan made a motion to add the home and change the land to residential use on Parcel #36S22E351804. Commissioner Lynn Stevens seconded the motion. None opposed. He stated that representation from all Legislative Offices, including Arizona was there along with the County Sheriff. Commissioner Manuel Morgan reported that he attended the Revitalization meeting. Commissioner Manuel Morgan will be in Phoenix until Thursday. The Commission requested Norman Johnson to attend AOG in Price on the Thursday representing the San Juan County Commissioners. Commissioner Manuel Morgan made a motion to go into an Executive Session at 11:30 A.M. to discuss a personnel issue. Commissioner Lynn Stevens seconded the motion. None opposed.
