SAN JUAN COUNTY COMMISSION MEETING November 14, 2005 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Rick Bailey, San Juan County Administrator Norman L. Johnson, County Clerk /Auditor A motion to approve the minutes of November 7th, 2005, was made by commissioner Bruce Adams. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Morgan was not present for the vote. Walter Bird - Personnel Office Walter made a request to promote Maxine Spottedelk from a Librarian I, step 15, to a Librarian II, step 25, at the Blanding Library. A motion to approve the promotion was made by Commissioner Bruce Adams. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Morgan was not present for the vote. Walter, in association with Shelly Blake, Library Board Chairperson, presented a request to have two additional part time Library Assistants hired to provide double coverage during the evening hours at both County Libraries. Following a discussion on the merits of the coverage and budget concerns, a motion to authorize advertising for the positions was made by Commissioner Manuel Morgan. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Maryanna Hutnick - La Sal Senior Center Invited the Commissioners to attend a Thanksgiving dinner at the La Sal Community Center at 1:00P.M. on November 23rd. Requested Commission support in having the La Sal Senior Center officially recognized so that they can secure permanent funding and requested assistance with a part of that funding. Held a discussion relating to the needs of the center and how their congregate meals could be held in association with the Elementary School meals. Discussed the need to upgrade their existing kitchen facilities to comply with Health Department standards. Discussed the SSBG Grant funds, which were awarded to the La Sal Senior Center, in the amount of $8,000 for this fiscal year, and how they can access those funds. Melissa Slade and Norman Johnson were requested to follow up on this grant award. Rick Bailey - San Juan County Administrator Rick presented the Commissioners with four building permits: Jeff Nichols - Residence - Pack Creek Ranch Larry Burgess - Garage - Spanish Valley Max Palmer - Residence - North of Monticello William Smedley - Residence - Spanish Valley Commissioner Bruce Adams made a motion to approve the Building Permits provided all data and signatures are affixed. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Rick requested out of state travel so that he could go with officials from the State Emergency Services Office to meet with Federal Officials in Las Vegas Nevada on Tuesday and Wednesday of this week. Commissioner Bruce Adams made a motion to approve the out of state travel. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Rick reported on several road projects which are in the bid process, and said that the bids on Hwy 491 all came in over the engineers estimate and are under review by UDOT. Open Time and Other Business Mr. Tony Dayish of the UNTF updated the Commission on several projects. Discussed the current progress being made on the Monument Valley Visitors Center. Discussed the meeting to be held with all entities involved in the West Water utility project and indicated the meeting which was scheduled for tomorrow, the 15th, would need to be postponed as many of the participants can not attend. Advised the Commission on a proposed assisted living center to be placed in the Monument Valley area and indicated that more information would be forthcoming. Indicated that the proposed retail strip-mall in Montezuma Creek would be anchored by the Bashas' Grocery chain, provided the Tribe would construct the building. Public Hearing - Community Development Block Grant (CDBG) Commissioner Bruce Adams made a motion to go into a public hearing to discuss Community Development Block Grant proposals. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Greg Martin, of Monticello City, voiced the City's support for the proposed low income housing project. Manuel Morgan asked if this type of funding might be used for the Monument Valley assisted living center project. There were no other comments. Commissioner Bruce Adams made a motion to exit the public hearing. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried Commission Reports Commissioner Morgan attended UAC last week and will attend AOG on Thursday. Commissioner Stevens attended UAC last week and will be in SLC the balance of the week. Commissioner Adams attended UAC and will be in Sedona, Arizona, from Wednesday to Friday attending an energy conference. Commissioner Adams requested that Mr. Bailey follow up with UDOT on placing school bus caution signs in the Monument Valley area. He also suggested the Commission, Governor and other Legislators make a tour of the Lisbon Valley Copper Project when it could be scheduled. Executive Session - Real Property Purchase Negotioations At 12:20 P.M. Commissioner Bruce Adams made a motion to go into a public hearing to discuss negotiations on the purchase of Real Property. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Bruce Adams made a motion to exit the public hearing at 12:25P.M.
