SAN JUAN COUNTY COMMISSION MEETING February 27, 2006 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room in Monticello, Utah Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Rick Bailey, San Juan County Administrator Norman Johnson, County Clerk/Auditor Dianne Neuss, San Juan County Deputy Clerk Commissioner Bruce Adams made a motion to approve the minutes of February 21, 2006. Commissioner Manuel Morgan seconded the motion. Commissioner Lynn Stevens declared the motion carried. Sheriff Mike Lacy Sheriff Lacy presented a proposal to purchase body armor and AR15 rifles for his department. He would like to use unclaimed drug forfeiture money from an investigation in the amount of $16,500. His proposal called for the purchase of 10 rifles and 15 pieces of body armor. The State Highway Patrol will have the use of four of the rifles which will be held in the department's inventory. A grant will be used for half of the $10,500 cost of the body armor. The total cost of all the equipment is $21,950. Questions regarding use and need for the equipment were discussed. Commissioner Bruce Adams made a motion to approve the purchase. Commissioner Manuel Morgan seconded the motion. Commissioner Lynn Stevens declared the motion passed. Zack Beck - Automated Graphic Reference Center Zack Beck and David Bronson, Surveyor, met with the Commission to discuss providing high resolution arial photography photos for the County. After a lengthy discussion regarding advantages, locations and cost, Commissioner Lynn Stevens said he would meet with Dennis Goreham when he is in Salt Lake City this week. Since the decision does not have to be made immediately, he will try and obtain additional information about this proposal. Cyndi Eldredge - Personnel Office Cyndi advised that Joseph Harris, of the Sheriff's department, has reached the halfway point of his correction officer training. She presented a status change for Mr. Harris from step 63 to step 88 for approval. Commissioner Bruce Adams made a motion to approve the status change. Commissioner Manuel Morgan seconded the motion. Commissioner Lynn Stevens declared the motion carried. Cyndi stated that the new rules for posting the 2005 Worker's Compensation statistics for the County requires that the Commission be advised of the statistics and that the report be signed by a member of the Commission before it is posted. Cyndi said that the number of work related accidents have increased dramatically this last year and expressed the need to have more safety training sessions for supervisors and managers. Since a majority of the accidents occur in the Road Department, she is working with Lynn Laws to do a safety analysis in his department. Cyndi also advised that OSHA will be visiting the County facilities and that we need to do as much as possible to improve safety as well as facilities for the disabled. Cyndi asked if she could begin to recruit for a full-time assistant to replace Chuck Humphreys. Although Chuck worked part-time, Monty would like to hire a full-time person. The Commission discussed the needs and costs of hiring a full-time employee and it was decided that we should advertise for someone part-time and see if we can get a qualified employee to fill the position. Cyndi attended a Business Expo and made good contacts. She will be posting County jobs in areas where they may not have local newspapers or access to the electronic job postings. Cyndi advised that there are many questions regarding Leave Policy and she plans to meet with supervisors to discuss the policy so that everyone is on the same page. Rick Bailey - County Administrator Rick submitted three building permits for approval. Dewey Jarrett - Garage - 32 East Ranch Rd. - Spanish Valley Leslie Tofoya - Manufactured Home - 260 West Rio Grande Dr.- Spanish Valley Leslie Tofoya - Garage - 260 West Rio Grand Dr. - Spanish Valley Commissioner Bruce Adams made a motion to approve the permits provided all appropriate signatures are attached. Commissioner Manuel Morgan seconded the motion. Commissioner Lynn Stevens declared the motion carried. Rick presented information regarding the USDA Rural Development operating budget for the Commissioner's signatures. Rick presented a contract from the meeting that Commissioner Bruce Adams and Commissioner Manuel Morgan had attended of the Utah Navajo Revitalization Fund Board where 20,000 was approved for the purchase of a Road Grader. In turn, San Juan County will assist with $20,000 toward improvement of the fairgrounds. Commissioner Manuel Morgan made a motion to approve the funding. Commissioner Bruce Adams seconded the motion. Commissioner Lynn Stevens declared the motion carried. Brian Torgerson, from SITLA, is working with Danny Key and WW Clyde to obtain an easement for an access road to their gravel pit in Spanish Valley. UDOT has approved an access to Hwy. 191 and it seems, with proper alignment, the road could be developed to improve access to Spanish Valley. The Commission voiced their support of the project. Rick discussed the possibility of establishing a County Building Authority which would allow us to apply for grants and loans from the CIB (Community Impact Board) in association with a proposal for a new fairgrounds building and relocation, including planning and design work. Rick requested approval for a technical support contract on defibulators. The contract is between Medtronic Emergency Response Systems, Inc. and The County Ambulance Service. The contract is $36,265.02 for four years and would come from ambulance revenues. The cost of the contract has increased due to two additional defibulators. Commissioner Manuel Morgan made a motion to approve the contract. Commissioner Bruce Adams seconded the motion. Commissioner Lynn Stevens declared the motion carried. The issue of interim arrangements for the Tourism and Economic Development Department were addressed. It was decided that until a director is hired, Walter Bird and Cyndi Eldredge of Personnel, will review the job duties and make recommendations to the Commission at the next meeting in two weeks. Jim Keyes - Extension Office The commission addressed the purchase of a pick-up truck for Jim, as his County vehicle needs replacing. Rick will investigate a truck that is being used by the Road Department that they want to replace. It is a new vehicle, has low miles and would be much less expensive than purchasing a new vehicle. Commission Manuel Morgan made a motion to approve obtaining the truck. Commissioner Lynn Stevens seconded the motion. Commissioner Lynn Steven declared the motion carried. Commissioner Bruce Adams was absent for the vote. Melissa Slade - Administrative Assistant Melissa reported that the LaSal Senior Citizens are in need of a Senior Center. She said that the County owns land near the Lasal fire station which includes a well. It is estimated that the cost of a modular building would be between $150,000 and $175,000. Melissa said that this could be placed on the CIB priority list and indicated there is a possibility of obtaining approximately $20,000 for this project from the Utah Human Service Department. Melissa presented a proposed letter, written by Christine Christensen of the Blanding Senior Center, asking area businesses for donations for the Meals-On-Wheels program. The program is in great need of additional funds and support. The Commission decided that a human interest article in the newspapers may be a better idea because area businesses are inundated with requests from schools and other organizations for donations. Open Time and Other Business Sandy Meyer from the BLM asked the Commissioner's to view pictures of the remote weather station. Apparently, there was a miss communication with an organization as to what was to be done in the area. They now need to decide to either move the weather station or keep it where it is and rehabilitate the site. She will get back to the Commission as to the decision and if there is a need for funding for this project. Sandy also advised the Commission that SUWA is appealing the Monticello and Moab BLM decision to have the Jeep Safari but advised that it will take place this year. The appeal is related to the Safari's effect on wildlife and endangered species. Greg Martin, Assistant City Manager, sent a letter to the County Commission regarding staffing and funding of the new Visitor's Center. The group discussed the pros and cons of hiring an employee who is eligible for the Title Five program. Everyone was in agreement regarding the importance of the Visitor's Center and the need to find additional funds to hire more people to keep the Center open at least six days a week with extended hours. Greg noted that six area agencies are cooperating in the Visitor's Center operations. Susan Taylor and Greg Martin will work together to make recommendations regarding plans and additional funding needed from the County and others. Commissioner's will meet with Greg Martin regarding the future of the Tourism and Economic Development Office on March 13th at 2:00 P.M. The Commission received a package and plans for a Western Museum from Gary Gymon. They will review the package and take it up at a later date. Commissioner's Reports The Commissioner's will leave for Washington, D.C. on Friday, the 3rd of March and return on Wednesday or Thursday. The March 6th Commission Meeting will be cancelled.
