SAN JUAN COUNTY COMMISSION MEETING March 20, 2006 The regular meeting of the San Juan County Commission was held on March 20, 2006 at 10:00 AM in the Commission Room at Monticello, Utah Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Melissa Slade, SJC Administrative Assistant Norman Johnson, SJC Clerk/Auditor Dianne F. Neuss, SJC Deputy Clerk Commissioner Manuel Morgan made a motion to approve the minutes of March 13, 2006. Commissioner Bruce Adams seconded the motion. Commissioner Lynn Stevens declared the motion carried. Lloyd Pendelton - Homeless Ten Year Plan Mr. Lloyd Pendelton heads up the State initiative to end chronic homelessness. This initiative was originally formed under former Gov. Walker when she was the Lt. Governor and continues to be coordinated by the Lt. Governor's office. Mr. Pendelton distributed information and presented an overview of the ten year plan for eliminating homelessness in Utah. He presented statistics relating to our County. Although there are few documented homeless families in our County, 850 children are classified as homeless by Federal standards. Mr. Pendelton reviewed the many problems that contribute to homelessness. He discussed the financial impact of homelessness to communities and the need to bring the various agencies together that are dealing with homelessness, directly or indirectly, to form a program for the County. Mr. Pendelton suggested that we form a Homeless Coordinating Committee for our County. Mayor Toni Turk, of Blanding, expressed his interest in chairing the Committee and would work closely with Mr. Pendelton to develop a pilot program. This pilot program would then be presented to the Commission for their information and approval. It can then be submitted to the various Federal and State agencies (Homeless Trust Fund) and to private organizations to obtain funding. After discussion, the Commission agreed that the Committee should be established. Commissioner Manuel Morgan made a motion to approve establishment of a Homeless Coordinating Committee with Mayor Toni Turk, of Blanding, as the Chairman. Commissioner Bruce Adams seconded the motion. Commissioner Lynn Steven declared the motion carried. Evan Lowry - Planning Office Evan reported that he attended Forest Service Meetings held in Price last week. He met with the Forest Service Team and said they are on a "fast tract" with their Plan. He also met with Alice Carlton, Supervisor and informed the Commission that the Forest Service will meet with County Commissioners on May 25th in Price to present their Plan before it goes public. Evan indicated that this is an important meeting and the concern is the management of roadless areas and access to them. Evan said he has made arrangements to attend the UAC meeting on March 22nd in Richfield. Commissioner Lynn Stevens also plans to attend. Susan Taylor - Travel and Tourism Office Susan distributed the new add for Cabela's Outfitters Journal along with previous adds for comparison. The Commissioner's were pleased with the current add. Susan informed the Commission that the City of Bluff would like to petition the State's Scenic Byway Committee to remove a segment of the byway going through the Community of Bluff. Susan presented a letter of request to the Committee. Commissioner Lynn Stevens signed the letter with the understanding that the correct process be followed, including holding a public hearing on the issue. Susan said the Jeep Jamboree planned to apply to the BLM for a permit to hold their event in Arch Canyon. It was decided that the Commission would handle this issue as the Arch Canyon road is a County road. Commissioner Lynn Stevens will call or write Mark Smith of the Jeep Jamboree. Cyndi Eldredge - Personnel Office Cyndi presented a job description and request for a new full-time maintenance position because she has had no response to the add for a part-time maintenance assistant. A discussion ensued and it was decided that the part-time person working in the Weed Department would possibly be willing to work in maintenance part-time. Monty Perkins said that Chuck Humphreys will return at the end of April and he expressed his willingness to continue working on a contractual basis. The Commission is reluctant to create a permanent full-time position because of the financial impact to the County. Cyndi agreed to investigate all options to fill the part time position. Skip Myer & David Carpenter - Waste Water Committee - Bluff Service Area A plan was presented detailing the time lines for the City of Bluff to come into 100% Compliance with State regulations pertaining to a Central Sewer System. Skip and David explained the details of the plan to the Commission. After discussion, it was determined that their focus should be on completion of the steps needed to come into compliance. The Commission urged the acceleration of the plan to reach level 5 as soon as possible. In the interim, problems relating to the existing sewer system should be addressed by the particular responsible parties. A revised time line including plans for interim problems will be developed and presented to the Commission. The Bluff Service Area committee will meet in early April and a meeting with State officials will take place on April 3rd at 3:30 p.m. in Monticello. Commissioner Lynn Stevens will investigate further with the State to define parties who may be able to help with the system. Brenda Harvey - Southern Fair and Rodeo Brenda agreed to manage the Rodeo and Fair but after discussion related to the budget for the fair, she stated that she needs more time to go over last year's financial records. She wants to make sure she will be able to put on the event staying within the budget allocated. She will return to the Commission on April 3rd to discuss the issue further. Through the cooperation of the Revitalization Trust Fund and the County, $20,000 has been made available to improve the fairground arena. Brenda has arranged for the work to be done and the workers would like to begin the project ASAP. Commissioner Morgan and Norman Johnson will arrange for the funds to be available. Greg Martin - Assistant City Manager, Monticello - Visitor Center Staffing Greg presented a proposal relating to staffing of the new Monticello Visitor Center. He met with Susan Taylor to discuss options. Four options were presented with the recommendation of Scenario 2 as the preferred option. On Friday, March 24th, Greg will meet with Visitor Center Partner Agencies when he will request additional funding. If additional funding is obtained along with additional funding from the Travel and Tourism grant funds, Scenario 2 may be possible. In the meantime, Scenario 3 will be implemented (open 10 to 7 every day except Tuesday from March 1 to Oct 31 with no volunteer day). Greg will report back to the Commission at next week's meeting. Melissa Slade - SJC Administrative Assistant Melissa presented a addendum to an existing contract with UDOT, SJC and the Navajo Nation to provide an additional $500,000 for work on the Monument Valley Welcome Center parking lot and for the turning lane at the entrance to the Center. Commissioner Manuel Morgan made a motion to approve the new contract. Commissioner Bruce Adams seconded the motion. Commissioner Lynn Stevens declared the motion carried. Melissa presented a USDA Grant Application for signature in the amount of $100,000 for the LaSal Senior Center. The total cost for the Center is $220,000. The plan is to obtain an additional $20,000 from the State and $100,000 from CIB. Lynn Laws - Road Department Lynn said that the individuals working on the old John Deere tractor requested the use of the road shed shop and equipment. Lynn said that his employees would run the equipment needed. The shop will keep track of all time and materials used. Commissioner Bruce Adams made a motion to approve the request. Open Time - Other Business Greg Martin is planning Monticello's Memorial Day Celebration on Monday, May 29th and asked Commissioner Stevens for his help with the plans. The celebration is planned for 10 or 11 a.m. The plan so far includes a ground breaking and flag ceremony by the National Guard Color Guard. Commissioner Stevens will arrange for the Adjutant General of the Utah National Guard to be present who will honor all veterans. He is also trying to arrange for the army band, a helicopter and other display equipment. Commissioner Reports Commissioner Lynn Stevens will attend the UAC Public Lands Committee Meeting in Richfield on Wednesday of this week. Thursday he will attend the State Energy Advisory Board Meeting and the BLM RAC Meeting in Loa on Friday. Commissioner Manuel Morgan will attend the BLM RAC Meeting on Thursday. Commissioner Bruce Adams attended the Blue Mountain Water Rights meeting, the Organic Growers Meeting and the RAC meeting last week. He plans to attend the Board of Water Resources Meeting in SLC. He will be back in the County on Thursday.
