SAN JUAN COUNTY COMMISSION MEETING July 10, 2006 The regular meeting of the San Juan County Commission was held on July 10, 2006 at 10:00 A.M. in the Commission Room at Monticello, Utah Present: Lynn Stevens, Chairman Bruce Adams, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dianne F. Neuss, SJC Deputy Clerk Absent: Manuel Morgan, Vice Chairman Commissioner Bruce Adams made a motion to approve the minutes of July 3, 2006. Commissioner Lynn Stevens seconded the motion. Commissioner Lynn Stevens declared the motion carried. Lou Mueller - Extension Office Lou presented a request for out of state travel for Commission approval. She would like to attend the National Extension Association of Family & Consumer Sciences 2006 Annual Session in Denver Colorado in October. The cost to attend is $1,297.00 which will be paid from the 2006 Extension Office Travel Budget. Lou indicated that Jim Keyes recommended that she attend this year. Commissioner Bruce Adams made a motion to approve the out of state travel request with the understanding that a written report of the session be submitted to the Commission. Commissioner Lynn Stevens seconded the motion. Commissioner Lynn Stevens declared the motion carried. Evan Lowry - Planning Office Evan reported that the contract is completed for the $10,000 grant for the road project from Public Lands Policy Coordination Office. Evan said Mark Smith, from the Jeep Jamboree, requested a letter from the County regarding the use of Arch Canyon for their event in April of 2007. Commissioner Stevens will discuss this issue again with Henri Bisson, Acting BLM State Director, when he meets with him tomorrow. Commissioner Stevens will get back to Evan regarding a response. Evan said the he received the application for Enterprise Zoning from International Uranium Company with employment and financial information. If approved, they will receive tax credits. Evan will investigate what the status is regarding Wal-mart and what their plans are for building a store in the area. Norman Johnson - SJC Clerk/Auditor Norman presented the Certified 2006 Tax Rates to the Commission for adoption and signature. Norman explained that since taxes have decreased by 5.3% and that there is a 25% revenue increase, he would recommend adoption of the 2006 Tax Rates. The group discussed comparisons, reappraisals and oil and gas sales. Commissioner Bruce Adams made a motion to adopt the Certified Tax Rates for 2006. Commissioner Lynn Stevens seconded the motion. Commissioner Lynn Stevens declared the motion carried. Norman presented the annual billing to the SSBG for signature and reimbursement of funds in the amount of $59,684.86 according to the 2005-2006 contract. The reimbursement is primarily for aging services, the mental health center and other senior centers. Commissioner Bruce Adams made a motion to approve the annual billing for reimbursement to SSBG. Commissioner Lynn Steven seconded the motion. Commissioner Lynn Stevens declared the motion carried. Norman requested clarification of upcoming Commission Meeting dates. It was decided that the Commission will not meet on the July 25th, but instead will meet on July 31, 2006. Norman will publish this change as well as cancelling the meeting scheduled for August 7th due to the National Association of Counties Meeting. Commissioner Lynn Stevens advised that he would like to meet with Mental Health Representatives either during the Commission Meeting on July 31st or following the meeting. Commissioner Stevens also requested that Department Heads report on the status of their respective budgets, to date, and their expectations for the rest of the year on the afternoon of July 31st. Norman will notify the Department Heads along with John Felmeth. Norman reported that he will be sending out Abatement applications this week. The Valuation notices are to be sent the week of the 24th. The Board of Equalization meetings will be held on August 14th, from 3:00 p.m. to 7:00 p.m. and on August 21st from 1:00 p.m. to 5:00 p.m. Cyndi Eldredge - Personnel Office Cyndi presented an interview schedule of applicants for the position of Director of Economic Development. Interviews are set for Thursday, July 13th beginning at 8:00 a.m. and will continue through the day. Rick has arranged for representative from the Mayors' offices to be in attendance. Commissioner Bruce Adams will also be in attendance. Cyndi also presented the list of applicants for the Director of Aging/Administrative Assistant position. In-house applicants will be interviewed on July 19th beginning at 11:00 a.m. Rick Bailey, Walter Bird and Commission members will be in attendance. Lynn Laws - SJC Road Department Lynn presented a procurement request for approval to purchase a 2006 Kenworth, 10 wheel semi- tractor cab and chassis in the amount of $101,995.00 from Kenworth Sales. This vehicle will be purchase from the B- Road Fund. Commissioner Bruce Adams made a motion to approve the request to purchase the 2006 Kenworth 20 wheel semi-tractor cab and chassis including the cost for transporting the vehicle. Commissioner Lynn Stevens seconded the motion. Commissioner Lynn Stevens declared the motion carried. Rick Bailey - SJC Administrator Rick presented one building permit for approval and signature. Taylor Made Enterprise, LLC - 711 No. Grayson Parkway, Blanding - Commercial Building (Cabinet Shop Showroom). Commissioner Bruce Adams made a motion to approve the building permit for Taylor Made Enterprise, LLC provided all appropriate signatures are placed. Commissioner Lynn Stevens seconded the motion. Commissioner Lynn Stevens declared the motion carried. Rick presented three procurement requests for approval. Forty foot steel cargo container, painted and deliver to Halls Crossing airport from On-Site Storage in the amount of $4,500.00. Four Samsung Sync-Master 940 BE 19" Monitors for Emergency Services in the amount of $1,250.64, to be purchased from Homeland Security grant fund. One Elo Brand 19" Touch Screen for the Sheriff's Office Dispatch in the amount of $709.00 to be purchased from the Homeland Security grant fund. Commissioner Bruce Adams made a motion to approve the procurements for the cargo container, four monitors and touch screen monitor. Commissioner Lynn Stevens seconded the motion. Commissioner Lynn Stevens declared the motion carried. Rick presented the new fiscal year 7/06-6/07 Social Services Block Grant (SSBG) contract, in the amount of $59,788.61, for approval and signature. Commissioner Bruce Adams made a motion to approve the SSBG Contract. Commissioner Lynn Stevens seconded the motion. Commissioner Lynn Stevens declared the motion carried. An Mutual Aid Agreement between inter local communities for homeland security was presented for approval and signature. This agreement will provide mutual aid between local communities in the event of a crisis. Commissioner Bruce Adams made a motion to approve and sign the Agreement along with Sheriff Lacy's signature as required. Commissioner Lynn Stevens seconded the motion. Commissioner Lynn Stevens declared the motion carried. Rick meet with UDOT representatives tomorrow. A new person has been hired to assist with contracts. Rick will address issues concerning the Monument Valley project pertaining to utilities. Open Time - Other Business A representative from the Bluff Service Sewer District said that the group will meet to sign the engineering contract in two weeks to present to the Committee. Member of the fire department in attendance reported that the rain in the last days has helped out a lot. Up until now they have been very busy with fires around the County. Commissioner Adams reported that Bob Washnock, of Lisbon Valley Mining Company, donated all the belt buckles for the County Fair for Junior Livestock participants. Bob's generosity is appreciated by all. Commissioner Adams will be in town during the San Juan County Fair, August 8 to the 10th. Commissioner's Reports Commissioner Lynn Stevens will attend two meetings this week addressing issues related to extraction impact and will also attend a meeting regarding the Native American Summit plan. Commissioner Stevens attended a meeting addressing the Homeless issue with Lloyd Pendelton on July 5th. He said that one of the issues discussed was water to the St. Christopher Mission area and the possibly placing a water tower on the cliff with a 10 to 20 thousand gallon tank. Rick suggested that maybe the Farm Service Agency could help with funding and will investigate this idea further. Commissioner Bruce Adams will attend the Metal Health Board meeting today at 3:00 p.m. He will also attend the Volunteer Appreciation Cook-Out on Friday of this week at 6:30 p.m. Rick Bailey will attend to help with the cooking.
