SAN JUAN COUNTY COMMISSION MEETING December 11, 2006 The regular meeting of the San Juan County Commission was held on December 11, 2006 at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Rick Bailey, San Juan County Administrator Norman L. Johnson, County Clerk /Auditor A motion to approve the minutes of November 27 and December 4, 2006, with corrections, was made by Commissioner Manuel Morgan. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. Cyndi Eldredge - SJC Personnel Office Cyndi requested the Commission amend the October 9, 2006 minutes to show that Jonathan Nielson was to be hired as a temporary full-time Laborer. A motion to approve the correction was made by Commissioner Adams and seconded by Commissioner Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. Charles DeLorme - SJC Economic Development Charles presented out-of-state travel requests to attend several trade shows over the next few months. The shows are the PowWow Group Tour Market, Anaheim, CA, Cincinnati Travel Sports Show, Ohio, International Sports Show, Sacramento, CA, Dallas Vacation Leisure and Outdoor Show, Texas and ITB Berlin Group Tour Market, Berlin, Germany. The State Tourism Office will assist with the costs to the ITB in Berlin, Germany. Following a discussion, Commissioner Adams made a motion to approve the travel requests and the motion was seconded by Commissioner Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. Charles also discussed the January 16th telecommunications conference and what procedure, meeting parameters and physical facilities are needed. There was a discussion on who was going to attend and what the agenda should be. David Bronson - SJC Surveyors Office David presented a request for approval on a software maintenance contract with DLT Solutions in the amount of $952. Following discussion, a motion to approve the maintenance contract was made by Commissioner Adams and seconded by Commissioner Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. David presented the commission with the 2006 grant check from the Utah Department of Agriculture in the amount of $30,600 for section corner work. Monty Perkins - SJC Building Maintenance Monty requested permission to upgrade the receptionist furniture and fixtures in the Sheriffs Office. The cost is $2,322.92. After discussion and the recommendation that it be paid for by the Sheriffs' office, a motion to approve the purchase was made by Commissioner Adams and seconded by Commissioner Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. Approval was granted for Monty to continue the loader upgrade program entered into last year. Dan Rogers - San Juan Mental Health SSD Dan requested approval to purchase a Telephone System for $9,000, a specialized Laptop Computer for $2,400 and Tele-medicine Equipment for $ 9,000 from the 2006 budgeted Nursing Home Trust Fund. There was a discussion about the Tele-medicine equipment becoming a part of an entire area medical project. A motion to approve the purchase of the telephone system and laptop computer was made by Commissioner Adams and seconded by Commissioner Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. Rick Bailey - SJC Administrator Rick updated the Commission on progress being made on the Navajo Mountain Water problem and his encouragement that a long term solution is moving along very well. There are a lot of agencies wanting to cooperate on the project. Rick also updated the Commission on the Four Corners Communication project and meetings. Norman Johnson - SJC Clerk/Auditor Norman presented seven (7) Beer Licence Renewals: LaSal Store, Dairy Café, Mexican Hat Out West Fuel, Sunrise C-Store, Shirt Tail C-Store, K & C Trading Post and Hatch Trading Post. A motion to approve the Beer Licence Renewals was made by Commissioner Adams and seconded by Commissioner Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. Open Time and Other Business Sandy Meyers, of the Monticello BLM Office, updated the Commission on current events and activities in her office. There was a discussion on future meetings and activities. Lynn Laws, County Road Superintendent, asked the Commission to sign the documents on two (2) roads, County Road #483 and County Road # 1671, which were previously put on the County Road System.
