SAN JUAN COUNTY COMMISSION MEETING The regular meeting of the San Juan County Commission was held on April 2, 2007 at 9:00 A.M. in the Commission Room at Monticello, Utah Present: Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Norman L. Johnson, SJC Clerk /Auditor Rick Bailey, SJC Administrator Dianne F. Neuss, SJC Deputy Clerk Absent: Bruce Adams, Chair Attendees: Greg Martin Bob Musselman Krisanne Bender Phil Glaze Jim Keyes Howard Randall David Bronson Rigby Wright Rick Meyer Evan Lowry Commissioner Kenneth Maryboy made a motion to approve the minutes of March 26, 2007. Commissioner Lynn Stevens seconded the motion. Commissioner Kenneth Maryboy declared the motion carried by unanimous vote. Evan Lowry - SJC Planning Office Evan reported that his office has been very busy working out details related to wilderness issues in conjunction with the both offices of the BLM. He said that the decisions made were basically State driven. Commissioner Stevens noted that a meeting will be held in Richfield on Wednesday afternoon with Senator Bennett and that there will also be a meeting with a several County Commissioners in Salt Lake City on Friday. A conference call took place and Steve Boyden cleared up the questions related to the AGRC and center line data on roads. Jim Keyes - USU Extension Jim reported on his recent trip to Reno to attend the Society for Range Management National Conference. The Conference was attended by Range Professionals from all over the world. There were various sessions offered to discuss range issues and learn about different ways to handle range problems. He attended the session on Sage Grouse guidelines and spent the rest of the time in workshops related to livestock grazing, range monitoring and evaluation. Commissioner Stevens asked Jim if we had a Sage Grouse Plan. Jim said that we were the first to come up with a plan and are leading the curve in this area and in fact, others are modeling their plan after ours, at least in Utah. Jim reported that there will be an all day rancher program for livestock growers at the Aneth Chapter on May 12. This will be presented by the Navajo Liveway Foundation which has its headquarters in Window Rock. Rancher workshops will be held with presentations given by speakers from New Mexico State and from the University of AZ as well as from OK. Jim said that this is the first time they are holding the event in Utah and he has already been in touch with members of the Aneth Chapter and notified grazing officials. Commissioner Maryboy suggested that he contact Clarence Rockwell of the Navajo Utah Commission to get the word out. Jim said he will be distributing posters to advertise the event. Jim asked the Commission if other arrangements could be made to move the stage when needed. Originally the Weed Department has a large truck to transport the stage but it is not longer in use. Whenever the stage needs to be moved they have to contact the Road Department and get their equipment to move it. Jim asked if the Road Department could take over this responsibility because the weed employees need to leave their crews or take their crews with them to move the stage and it is interfering with the work duties. Commissioner Stevens agreed that this needs to be taken care of and Rick will contact the Road Department.. In the meantime, arrangements will be made with the Road Department to pick up the stage following the Jeep Safari. David Bronson - SJC Surveyor David requested approval for one of his employees, Sterling Profaizer, to participate in a University of Wyoming teleconference course on Public Lands. The three classes offer one credit each and the cost is $194.00 per credit, plus a $40.00 registration fee. The total is $622.00. Commissioner Lynn Stevens made a motion to approve the request for Sterling Profaizer to participate in the Public Lands teleconference course for the total cost of $622.00. Commissioner Kenneth Maryboy seconded the motion and declared the motion carried by unanimous vote. Rigby Wright - Tamarisk Plan Rigby reported that he attended the meeting in Moab related to the Tamarisk Plan. Apparently, the minutes from the previous meeting were incorrect and the issue of the inclusion of San Juan County in the Plan was resolved. Rigby said that Jerry McNeely from Grand County was very supportive and that many of the participants who attended the first meeting were not present. Rigby plans on catching beatles by the 15th of June for release in various areas of the County where Tamarisk is a problem. Commissioner Stevens will try and find out information regarding the individual who intends to study the Tamarisk problem in the area. It was also noted that Tamarisk is not on the State's list of noxious weeds. Jim Keyes said that if it is not on this list, they do not have to take responsibility for it and that this is a big issue that effects water in the region. Jim said that Rigby did a terrific job representing San Juan County at the Moab meeting and commended him for his efforts. Commissioners thanked Rigby for his efforts. Howard Randall - SJC Assessor Howard presented a list of organizations who applied for continued property tax exemption for the 2007 tax year. They include religious, charitable and educational entities. Only one, Elizabeth City State University, did not return an application for the continued exemption. Howard will send another letter to them and, if they do not reply, he will return the property to non-exempt status. Commissioner Lynn Stevens made a motion to approve the list of applications for continued property tax exemptions for the 2007 tax year including Elizabeth City State University, if a response is received and the exemption for the Blanding Cemetery which was addressed at an earlier Commission meeting. Commissioner Maryboy seconded the motion and declared the motion carried by unanimous vote. Norman Johnson - SJC Clerk/Auditor Norman requested approval and signature for the SSBG Grant allocations for 2008. In the past, the Commission elected to use the funds in-house rather than sending them outside. The SSBG allocations are as follows for 2008: Rocky Mountain Home Health: $15,500. San Juan AAA: $15,668.08 San Juan Counseling: $19,000. LaSal Senior Center: $9,500. Commissioner Lynn Stevens made a motion to approve the SSBG Grant allocations for the for 2008. Commissioner Kenneth Maryboy seconded the motion. Commissioner Maryboy declared the motion carried by unanimous vote. Norman received a request from the Rural Head Start Days Program organizers to use the southern fairgrounds for their program. Since the Navajo Trust Fund owns the fairgrounds, Rick will contact Tony Dayish to see if permission is needed. If it is permitted, Rick said that it would fall under the County's insurance coverage. Norman said the letter indicated that the organization had used the fairgrounds for their program in the past. Commissioner Stevens said that Faye Bell does own some of the parking area around the fairgrounds and she would need to be contacted if they plan to use that particular parking area. Rick will contact Commissioner Maryboy after speaking to Tony. Rick Bailey - SJC Administrator Rick presented two building permits for approval and signature. Jay William - East 6th Street, Bluff - Storage Building Stephen Redd - 7950 North Highway 191- Shop Commissioner Lynn Stevens made a motion to approve the building permits provided all appropriate signatures are attached. Commissioner Kenneth Maryboy seconded the motion and declared the motion carried by unanimous vote. Rick reported that the problems continue with the water and drainage system on Navajo Mountain with the rain and melting snow. He said that they did pick up some filters but that he had not heard back from them. He will keep a close watch on the situation. If needed, water will be hauled there but he thought they had some bottled water left over. Rick said that a formal written plan including cost estimates were submitted to the organizers of the Red Bull International Air Race. Linda Larsen and Tammy Gallegos will meet with the organizers tomorrow to discuss fire, rescue and emergency medical services. The event will take place in Monument Valley on May 11th. He said that the Navajo Nation issued a permit for the event and that the Navajo Fire Department from Window Rock and Navajo Law enforcement will assist at the event. The group discussed the status of the construction of the new visitors center and vendors village at Monument Valley. Rick said that there is no electric to the facility but that there is water. A meeting regarding the Monument Valley Center with Cleal Bradford, Charles DeLorme and others will take place on April 24th. Commissioner Maryboy said that coordinators of the event are interested in having jewelry vendors at the event. He is making every effort to make sure that the local jewelry makers are included and not pushed out by vendors from outside the area. Local vendors will be contacted about the event and efforts will be made to help them to get on site for the event. Rick requested approval and signature for Plats submitted for Flat Iron Mesa subdivision. They are: Lot 28, Phase 20; Lots 36 and 19, Phase 21; and a third Plat for Phase 22. All required signatures were placed. Commissioner Lynn Stevens made a motion to approve the Plats for Lot 28, Phase 20; Lots 36 and 19, Phase 21; and a third Plat for Phase 22 in the Flat Iron Mesa subdivision. Commissioner Kenneth Maryboy seconded the motion. Commissioner Maryboy declared the motion carried by unanimous vote. Open Time and Other Business Greg Martin thanked the Commission for their support for the Visitors Center in Monticello. He presented a new modified agreement with Partners regarding the Monticello Visitor's Center. The new name for the center is Southeast Utah Welcome Center. Greg discussed the Partnership Agreement and the changes in financial support since the original agreement. He said that the cost of staffing the center at the level of service provided is $16,000. Originally only $8,000 was allocated for staffing. The Forest Service contribution is the same at $1,500 per year, the BLM raised their support to $2,500, as did the National Park Service, $5,000 and San Juan County Economic Development, $4,000. He also received approval from the City to place a donation box inside the center to help with staffing costs and he has contacted the Chamber of Commerce for their support. The City of Monticello is covering the utilities and maintenance for the center. He also has plans to staff the center with volunteers for some of the time. The Center is open six days a week and closed only on Tuesdays. Commissioner Stevens suggested that since Empire Electric provides electric for the Center, Greg could look into soliciting their help either for service or for funding. Greg said that Ann Beeson, from the Economic Development office, covers lunch hours for the Center staff members and that Charles DeLorme has agreed to match funds to pay for a new sign for the Center. Commissioner Stevens suggested that Greg leave copies of the new revised Agreement and that next week the Commission will discuss it again and possibly take an action related to the budget. It was noted that it is a great asset for the Regional Parks and for the BLM. Commissioner Stevens noted that the Park Superintendent is very supportive of the Visitor's center. Phil Glaze requested an update on the issue he brought to the Commission last week regarding cleanup and overnight truck parking in the two parking areas near Wilson Arch. Commissioner Stevens said that he discussed the issue at a recent meeting with the Southeast Health District and they agreed to contact UDOT to let them know that something needs to be done to clean up the area. Phil Glaze thanked the Commission for their help. With regards to a question raised last week, Commissioner Stevens said that because a Sewer and Water District is being formed for Elk Ranch Meadows subdivision, it is not necessary to perform perk tests on the lots there. Everyone in the subdivision will tie into the engineered sewer system. Bob Musselman asked the Commission for help in trying to get the State to install signs for the different areas along the highway. He said that he has been lobbying to get them to put signs up to direct tourists to landmarks, trails and other areas of interest in San Juan County but has had no luck. Commissioner Stevens and Maryboy agreed that this is a legitimate request. Rick said that four signs have been approved and will be installed soon. Commissioner Stevens suggested that we find out what the procedure is to request the State to provide signs and then follow the procedure. Bob agreed and thanked the Commission for their consideration and help with this issue. Commissioner's Reports Commissioner Maryboy will attend the meeting tomorrow regarding the Red Bull Air Race in Monument Valley. He said that an agreement has been signed for Class 2 gaming in Aneth and that he just returned from meetings in Arizona where he consulted with members of the National Gaming Association to discuss gaming on the Reservation. Commissioner Stevens said that he will be out of the County most of the week. He will attend a Resource Management Planning Meeting and on Wednesday afternoon he will attend the meeting in Richfield with Senator Bennett and County Commissioners. The meeting will be at 3:00 p.m. with another meeting following at 4:00 p.m. There will be a CIB meeting on Thursday but he will not be able to attend.
