SAN JUAN COUNTY COMMISSION MEETING June 11, 2007 The regular meeting of the San Juan County Commission was held on June 11, 2007 at 9:00 A.M. in the Commission Room at Monticello, Utah Present: Bruce Adams, Commission Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman Johnson, SJC Clerk/Auditor Dianne F. Neuss, SJC Deputy Clerk Absent: Kenneth Maryboy, Commission Vice Chairman Attendees: Evan Lowry Jim Keyes Walter Bird Fritz Pipkin Krisanne Bender Steve Young Commissioner Lynn Stevens made a motion to approve the minutes of June 4, 2007 with corrections and upon Commissioner Maryboy's review. Commissioner Bruce Adams seconded the motion. Commissioner Adams declared the motion carried by unanimous vote. Evan Lowry - SJC Planning Office Evan said that Maggie Wyatt, Moab BLM Field Manager, has left her position. Evan also received an e-mail this morning with an invitation to attend a going away party on July 13th for Alice Carlton, Forest Supervisor, who will be leaving her position. Commissioner Stevens noted that Sandy Myers was promoted twice since leaving her position at the BLM in Monticello. She is now the BLM Department Chair for Planning in Washington, D.C. Evan presented the Commission with a copy of the BLM's letter of response to the Southern Utah Wilderness Association regarding the Arch Canyon Petition. Earl Hindley provided new photos and information pertaining to the Arch Canyon Photo Comparison Study. Walter Bird, Assistant Attorney - SJC Human Resources Walter requested approval to hire Pamela Henson for the Deputy Recorder/Cadastral Mapper Position. Since no one applied who had cadastral mapping experience, it was decided that Pamela would be offered the position of Deputy Recorder with the understanding that after she completes the training for cadastral mapping, her position will be re-evaluated. This is a full time position with benefits and is at Grade 6, Step 40, $1,729.00 per month. Commissioner Lynn Stevens made a motion to approve hiring Pamela Henson for the Deputy Recorder position Commission Bruce Adams seconded the motion. Commission Bruce Adams declared the motion carried by unanimous vote. Walter requested approval to hire Bracken Profaizer to fill the Laborer position for the North Road Department and Randall G. Hawkins to fill the Laborer position at the South Road Department. Both are temporary summer positions, Step 33, $9.68 per hour. Commissioner Lynn Stevens made a motion to approve hiring Randall G. Hawkins and Bracken Profaizer for the temporary Laborer positions for the Road Department. Commissioner Bruce Adams seconded the motion. Commissioner Bruce Adams declared the motion carried by unanimous vote. Mr. Meehan's Hearing, scheduled at 11:00 a.m. today is cancelled and will most likely be rescheduled for next Monday at 11:00 a.m. Fritz Pipkin and Steve Young - Victims of Mill Tailings Exposure Fritz and Steve expressed their appreciation to the Commission for their support and efforts to help pass legislation to assist individuals and family members who are, or may be victims of the mill tailings exposure. They recently traveled to Washington and met with Brandy from the Tomhave Group. Brandy met with Jared J. Brown, Senator Hatch's legislative assistant, and is very excited with their support for the VMTE's proposed legislation. She will work with the VMTE and Senator Hatch's office to develop legislative language as soon as possible for presentation by Senator Hatch. Brandy also met with Shana Sexton, Congressman Matheson's legislative assistant. Although they will follow the issue with Senator Hatch's staff, they did not offer to lead this initiative. Brandy said that it is critical for Congressman Matheson to be on board with the issue so that a bill can be presented in House at the same time it is presented in the Senate. Steve and Fritz believe that a face to face meeting with Congressman Matheson would help him to understand the issues and asked if the Commission could arrange a meeting with him, either here in San Juan County or in Salt Lake City. Rick indicated that there are several other County issues that could be addressed at the same time. Commissioner Adams will call Congressman Matheson and try and arrange a meeting with Steve and Fritz and with SJC Commissioners. There is another bill sponsored by Senator Hatch with earmarks to provide funding for a pilot project for preventive screening but the outcome will not be known until October. Fritz and Steven again thanked the Commission for their overwhelming support. Norman Johnson - SJC Clerk/Auditor Norman discussed the Certified Tax Rate Information distributed to the Commission last week. Norman explained that the adjustments made during the Board of Equalization meeting resulted in an increase in taxes. The Certified Tax Rate will be on next weeks Commission Agenda for approval. Norman reported that he and Paul Barr decided to contract with a mailing company to print, fold and mail tax valuation notices. He has checked with other counties and they have been very pleased with the service. Norman attended a meeting with the Lieutenant Governor in SLC. Utah Counties will be required to hold an election in November to address the School Voucher issue. Counties will also be required to conduct the city elections at the same time. Norman said that it is required that the electronic election voting equipment be used. He discussed his interest and the pros and cons of introducing voting by mail in precincts having 500 people or less. In some areas of the County voting by mail is already in place. He will talk further to Ed Tapaha for his input and discuss it with others as well. The Commission did not oppose this idea. Jim Keyes - USU Cooperative Extension Jim said that he has had several requests to enclose the Announcer's Stand at the Fairgrounds to shield the Announcer from the wind and cold. He discussed several ideas for enclosing the stand and it was agreed that it could be done inexpensively. Commissioners agreed that he should discuss it with Monty Perkins. Jim said that they were given plastic filings/shavings and he would like to use them to mix into the soil at the arena to keep the soil from hardening. He thinks they have more than enough to make a difference. Commissioner Stevens said that if there is enough left over, he would also like to use it for his arena which is used for 4H Club activities and for the 4th of July Celebration at no cost. Jim reported that the corals need to be cleaned and he will look at the water tanks but thinks they will last through this year. It was suggested that, when the time comes, the tanks should be replaced with rubber or possibly fiberglass tanks. Rick Bailey - SJC Administrator Rick requested approval for Out-of-State Travel for David Gallegos to travel by plane to South Carolina to pick up the Hazmat Fire Truck and drive it back to Monticello. Commissioner Lynn Stevens made a motion to approve the Out-of-State Travel request and to also include travel expenses for another employee to accompany David, which would include Tammy Gallegos, to help drive the truck back to Monticello. Commissioner Adams seconded the motion. Commissioner Adams declared the motion carried by unanimous vote. Rick reported that State law requires that the Emergency Declaration relating to the Drought needs to be renewed every thirty days. Commissioner Lynn Stevens made a motion to renew the Drought Emergency Declaration for 30 days. Commissioner Bruce Adams seconded the motion. Commission Bruce Adams declared the motion carried by unanimous vote. Rick asked if Commissioners planned to attend the USACCC Summer Conference on July 20, 2007 in Richfield. Commissioner Stevens and Commissioner Adams plan to attend. Commissioner Adams will also attend the NACO Conference in Virginia from July 11th through the 14th. Anthony Torres recently resigned his seat on the Library Board. Although an application was received for the position, it will be advertised to give others a chance to apply. Rick said the Navajo Nation is negotiating the San Juan River Settlement and the Nation is proposing two water pipeline projects. The County needs to investigate what the position of the State of Utah will be in regard to such a settlement. . Rick set a Public Hearing for June 25th, 2007, at 10:00 a.m. to address the proposed Mexican Hat Special Service District budget. Following this hearing at 10:20 a.m. there will be a Public Hearing to address the proposed emergency application to the CIB to convert a USDA Loan to a CIB Grant for the Mexican Hat Special Service District. The application is ready to go if it is approved. Rick received an e-mail with details related to the Canyon Country Partnership Meeting, which will be held in the SJC Commission Chambers in Monticello on Thursday, June 21 from 9:00 a.m. to 3:30 p.m. A field trip to the Lisbon Valley Cooper Mine is planned. Open Time and Other Business Charles DeLorme reported that donations amounting to $1,485.00 have come in for the Bluff Bridge Restoration Project. Among other private donations, a group is selling cedar bead necklaces for $5.00 each to raise money for the bridge. Charles said that he visited with Scott Harper from Brown and Caldwell Engineering and he has agreed to donate his service to the project. He plans to have a final engineering plan in six weeks. Charles said that they may be receiving a donation of decking material for the bridge. A plaque will be erected with the names of everyone who contributed to the project. The project is expected to be completed by next spring, if all goes well. Additional funds may be available from the Transportation District and Charles will contact the Resolute Oil & Natural Resources Corporation to see if they are still interested in contributing. Charlie said that he appreciated meeting with Brandy and Jeff of the Tomhave Group. They discussed Commuter Air Service in Blanding and Telecom issues. He said that Commnet requested another T1 line in Monument Valley because of the volume of service needed. The line was installed June 6th and over 8000 cell calls a day have been handled by the tower. Charlie reported that he received a Cooperative Marketing Grant in the amount of $8,435.25 from the Utah Office of Tourism. Charlie will attend the Rotary International Convention in SLC which will be held from June 15 through the 20th. He is an official Utah Host and will man a booth at the event. Commissioner's Reports Commissioner Stevens will attend the Homeless Committee Meeting tomorrow and the Navajo Trust Fund Meeting at 10:00 a.m. on Friday in Monument Valley. Commissioner Stevens spoke to Cal Blake recently and Cal asked if the County could provide a used van for use at the Cal Black Airport. When the County receives the new vans for the Senior Centers, Rick will make arrangements to provide a used van for the airport. Commissioner Adams reported that the Navajo Revitalization Fund Board met and approved $36,000 toward the purchase of the new vans for the Senior Centers. Commissioner Adams will not be able to attend the AOG on Thursday at 12:00 p.m. so Commissioner Stevens agreed to attend in his place. Commissioner Adams will attend the UACT Board Meeting on Friday. On June 21st there will be a Countywide Weed Management Area meeting. The International Symposium for Social and Resource Management will take place in Park City next Tuesday. The USACCC meeting will take place at 12:00 p.m. in Price on June 22, 2007. The Governor will visit the County on June 27, 28 and 29 and a visit to Navajo Mountain and Monument Valley is planned.
