SAN JUAN COUNTY COMMISSION MEETING August 20, 2007 The regular meeting of the San Juan County Commission was held on August 20, 2007 At 10:00 A.M. in the Commission Room at Monticello, Utah Present: Bruce Adams, Chairman Rick Bailey, SJC Administrator Norman Johnson, SJC Clerk /Auditor Dianne F. Neuss, SJC Deputy Clerk Absent: Commissioner Kenneth Maryboy Commissioner Lynn Stevens Attendees: Rigby Wright, Charles Delorme, Howard Randall, Dayna Young, Mike Holyoak, Robert Worley, Terry Sykes, Gene L. Ciarus, Jerry McNeely Approval of Minutes of August 13th postponed until next Commission Meeting. Rigby Wright - San Juan County Weed Board Rigby requested a letter of endorsement from San Juan County in support of southeast Utah Tamarisk Partnership Woody Invasive species Management Plan. The letter will be sent to Congressman Matheson, to the Department of Interior and to the Department of Agriculture. Rigby reported that the release of beatles to combat the tamarisk problem has been extremely successful. He said that the endorsement would help to obtain funding from the Salt Cedar and Russian Olive Control Demonstration Act, a federal fund, as well as allow for other grant opportunities. He said the beatles move through the tamarisk at a rate of five miles a week and that so far there have been seven releases in the County and one other release is planned for this year. He discussed and reported on the status of the tamarisk eradication process in various places in the County. There will be a Weed Board Meeting tomorrow and a Cooperative Weed Board Management Meeting to follow at 10:00 a.m. Commissioner Adams plans to attend the San Juan County Weed Board Meeting. Dayna Young - USU Extension Service Dayna said that Jim Keyes was unable to be present at today's meeting and requested approval for the procurement of a 65 gallon skid mount sprayer for the Polaris Ranger. The recommendation was to purchase it from Professional Tree & Turf, the low bidder, for $3,365.00. Commissioner Adams asked that Dayna to submit the request tomorrow at 10:00 a.m. when Commissioner Stevens will be present and it will be ratified at next week's Commission Meeting. Cyndi Eldredge - Human Resources Cyndi reviewed three requests for salary adjustments. The first is for Kathryn Wilcox who was promoted to Lead Justice Court Clerk, Step 70 to Step 84. The second request for a salary adjustment is for Linda Larsen, Director of Ambulance Service, Step 110 to Step 180. Linda completed additional training and is responsible for three full time employees as well as volunteers numbering up to 70. The last request is for a salary adjustment for Lois Scheer, Deputy Assessor, Step 82 to Step 92. This adjustment is due to Lois' cross training responsibilities in the DMV area. Since Commissioner Adams was the only Commissioner present, he asked that Cyndi meet with Commissioner Stevens and him at 10:00 a.m. tomorrow morning to approve the salary adjustments. The action will be put on the Agenda to be ratified at next week's Commission Meeting. Cyndi attended the UCIP Risk Management Meeting in Cedar City along with Lynn Laws, Road Superintendent. She said that the meeting was very informative. Commissioner Adams asked where the County is on providing required value assessments to UCIP related to buildings, vehicles and other property. Cyndi said that she has been keeping this information updated with the help of Monty Perkins and Rick Bailey. She will meet with Rick this afternoon to go over vehicle values. She indicated that as long as the County is working on the improvements related to the identified safety issues, the County is in compliance. Norman Johnson, Clerk/Auditor, said that the election equipment should also be included as a line item and that he would provide the assessed value of the equipment, which is substantial, to Cyndi. Cyndi said it was brought to her attention that boxes delivered to various departments are being left piled inside the door and there is concern with associated safety issues. It was agreed they should be picked up as soon as possible. Cyndi also reported that she is working on an evacuation plan for employees in the event of a fire, earthquake, flood or other disaster. She is planning to hold a drill at some point. Commissioner Adams attended the UCIP Board Meeting last Monday night and spoke to Lester Nixon regarding medical coverage for County emergency, fire and search and rescue volunteers. He said that he would investigate a plan through UCIP that may be available and submit a quote. They would pay for the coverage but the premium for coverage would probably be lower than what is available to the public. Cyndi noted that approximately 80% of employees were in favor of having a orthodontia benefit. Commissioner Adams indicated that the high cost for this benefit would need to be reviewed. Charles DeLorme - SJC Economic Development Charlie reported that he met with the Scott Harper, Engineer with Brown and Caldwell, regarding the restoration of the Bluff Swinging Bridge. He said that the ground process is completed and they are ready to proceed with the design for the bridge. He advised that Bob Searns, of Urban Edges, will most likely be retained as the Project Manager to oversee the construction. The project will probably get underway the first of the year. Charlie also reported that he received a call from the Real Estate Developer regarding cell tower placement in the Bluff area They said they are nearing a decision regarding the recommended site and will be forwarding a letter to the SJC Commission with their findings. If the site is on SITLA land, SITLA will most likely hold a public hearing. Mike Holyoak, Robert Worley, Terry Sykes, Gene Ciarus, Jerry McNeely - Spanish Valley Sewer Project Proposal Members of Grand County Water and Sewer, Grand County Council and Sunrise Engineering, presented a detailed study of options for a Sewer System for Spanish Valley (including Grand and San Juan County). The study was developed by Robert Worley, Sunrise Engineering Company. The group discussed the details of the information relating to the various options and the growth pattern projections in the Spanish Valley area over the next 20 years. Septic systems require a minimum of one acre therefore the County can only allow one home for each acre of land. A sewer system would allow for homes to be built on smaller parcels of land. At last Thursday's Sewer Meeting, Option #2, which is an MBR system, was determined to be the preferred option. This system is a totally closed system and would have a small footprint and the added advantage of eliminating pumping. Mr. Worley said that the affluent from the system can be used for irrigation and is of a high quality and is said to be safe to drink. The facility could be located at the bottom of the existing system at 4th East, in Moab, which was the better choice out of the three locations considered. Although this is the more expensive system, it seems to be the most desirable. Discussion of expanding the Moab City System to include Spanish Valley was determined to be too costly because of the added expense of new infrastructure. A meeting will be scheduled with members of the Moab City Council and also with the Grand County Council to review the study and proposal with them. Due to the estimated cost of the project, $18 to $22 million, Mr. Worley said that both counties would most likely need to form a interlocal agreement showing that they are solidly together on the project in order to qualify for funding. Initially the MBR system would have the capacity to treat one million gallons a day and could be expanded over time to handle two and a half million gallons a day. The total build out of the system would provide 4,600 connections in Grand County and 8,100 connections for San Juan County. Commissioner Adams and Rick Bailey were in agreement that SITLA should be contacted and provided with the study and meet with them for their input and assistance. SITLA is the primary owner of the property in Spanish Valley and the sewer project would accommodate any future development of the area. The CIB, Rural Development and Federal Government were identified as funding sources. Rick also suggested that we contact Brandy Tomhave of the Tomhave Group in Washington D.C. and ask her to look at the proposal and make recommendations for funding sources. The request is for San Juan County to endorse the plan to proceed in pursuing funding for the sewer project with the understanding, at this point, that the MBS system is the preferred option. Rick will be in contact with Terry Sykes and he will draft a letter of support for Commission signature. This item will be put on the Agenda for next week's Commission Meeting. Commissioner Adams said that people who live in Spanish Valley who already have septic systems would not be required or forced to connect to a sewer system if they did not choose to. Rick indicated that SITLA asked the County to allow their engineers to look at the plan to improve the two roads near Ken's Lake. An archaeological study was done there and there were some findings on one of the road but the other road was clear. Rick said that the road work will probably be done this fall and winter and then the center line can be put in. SITLA will supply the gravel. Jerry McNeeley asked about the plans for snow removal in the northern part of the County. He spoke to Lynn Laws over the phone and Jerry asked him to contact Dave Vaughn at the Grand County Road Department about the issue. Jerry also asked Lynn if he could find a way to gravel a road that is not on the B-Road system. Lynn said that it would not be possible but he would contact the BLM and try and see if it can be put on the County road system so that the County can maintain it. Rick Bailey - SJC Administrator Rick presented two building permits for approval. Steven Redd - 51 North Buckeye Road, La Sal - Modular Home with Basement Jennifer Prill - Lot #18 Flat Iron Mesa/Hwy 191 - Residence Rick will meet with Commissioners tomorrow at 10:00 a.m. to address the approval of the permits and the action will be ratified at next week's Commissioner Meeting. Rick reported that he finally got the draft of the Landfill Renewal Permit back for review and public comment. He will arrange the public hearing. Rick will travel to Window Rock with Greg Adams to attend a E911 Meeting tomorrow and Wednesday. He will also attend a Homeland Security Funding Meeting this Thursday in Salt Lake City. Rick reported that the County Engineers, Cramer & Noble, will be at Lisbon Valley Copper Mine on Wednesday to look at the site of the planned road changes and talk with potential contractors. Open Time and Other Business Commissioner Adams noted that Marc Stilson, Jerry Olds and Boyd Clayton, from the State Division of Water Rights, will be here to meet with the Commissioners regarding Natural Bridges and Wilson Arch. He invited Rick and Norman Johnson to attend the meeting at 10:00 a.m. tomorrow. The BOE will meet from 1:00 p.m. to 5:00 p.m. today. Commissioner Adams, Norman Johnson and Howard Randall will be in attendance.
