SAN JUAN COUNTY COMMISSION MEETING October 1, 2007 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Recommendation Lynn Stevens, Commissioner Norman L. Johnson, County Clerk/Auditor Absent: Rick Bailey, San Juan County Administrator Attendees: Bob Bushart, David Carpenter, Cyndi Eldredge, Charlie DeLorme, Greg Martin, Earl Lee, Kate Cannon, Coky Hayes, John Fellmeth, Corinne Roring, Mont Perkins, David Bronson. A motion to approve the minutes of September 24, 2007, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams Declared the motion carried. Cyndi Eldredge – Personnel Office Cyndi presented the name of Robyn Lyman to be hired as the USU Prison Facilitator with Kristen Christensen as an alternate. A motion to approve the recommendation at Grade 9 step 63 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi presented the name of Dawn Shaw to be hired as the Deputy Clerk. A motion to approve the recommendation at Grade 4 step 40 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. There was a discussion about the up-coming health fair in November and the possibility of making health care insurance available to volunteers of the county. Cyndi will provide the Commission with additional information and data on both issues. Mont Perkins – Library Remodel Scope and Design The Library Board has done some preliminary work on making changes at the two County Library Buildings. It has been proposed that the Chamberlain Architectural Firm be hired to do the additional preliminary scope and design work. Board Member Georgianna Simpson, from Bluff, is looking a various grant and funding scenarios. Mont currently has the $8,000, needed to hire Chamberlains, in his budget. A motion to approve the recommendation to employ the Chamberlain Firm was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. In another Library related matter, Commissioner Stevens reported that around $2700 worth of Blue Mountain Shadows books stored in the basement of the Blanding Library, were damaged by water. Mont will look into the situation and also have the books moved to a safer area. Norman Johnson, San Juan County Clerk/Auditor Submitted three (3) building permits for approval and signature. Dale Slade – 700 W. 300 S. – Residential Swimming Pool – Blanding Maryanna Hutnik – 84 Markel Lane – Manufactured Home – LaSal Jeremy Blank – 1860 E. Hwy 46 – Garage/Shop – LaSal A motion to approve the building permits provided all appropriate signatures are in place was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman requested approval to expend budgeted funds in the amount of $489.99 to purchase an HP P-2015DN printer and $4770.00 to purchase 30 election booths for the Election Department. A motion to approve the purchase was made by Commissioner Stevens and seconded by Commissioner Maryboy. None opposed. Commissioner Adams declared the motion carried. In other business Norman requested the Commission go into BOE to consider abating property taxes on a piece of Monticello City property for the 2007 tax year. Commissioner Stevens made a motion to go into Board of Equalization. Commissioner Maryboy seconded the motion. None opposed. Commissioner Adams declared the motion carried. Monticello City acquired a piece of property which is within the city streets but has not been removed from the tax rolls. The parcel number is, A33240313602, and has been assessed taxes in the amount of $199.55. The City is requesting an abatement of those taxes. A motion to approve the abatement was made by Commissioner Maryboy and seconded by Commissioner Stevens. None opposed. Commissioner Adams declared the motion carried. Commissioner Stevens made a motion to go out of Board of Equalization. Commissioner Maryboy seconded the motion. None Opposed. Commissioner Adams declared the motion carried. The Road Department request out of state travel for several of the shop staff to attend a workshop in Gallup, New Mexico. The Commission agreed that Gallup would not require out-of-state approval. Norman presented the Annual Alcohol Funds Report for the Commission to review and sign. The Sheriff's narrative was attached to the financial data showing the expenditure of $26,904 in State allocated funds along with $29,861 of County General Fund money. A motion to accept and have the Chairman sign the report was made, by Commissioners Stevens and seconded by Commissioner Maryboy. None opposed. Commissioner Adams declared the motion carried. Kate Cannon & Coky Hayes – National Park Service Ms. Cannon and Hayes addressed the proposal of Contract Environmental Services to increase their activities near Hovenweep Monument and asked if the Commission were aware of the growth plans. San Juan County has not been notified of the company's intent and there is serious local concern over the activities at the existing project, regardless of their now wanting to increase the business footprint in the area. The Commissioners reaction to the proposal, which is being considered by the State Division of Oil, Gas and Mining, is negative at best. Commissioner Stevens will contact the State and Commissioner Maryboy will notify the Aneth Chapter and invite representatives to be at next weeks commission meeting. The status of the land for taxation purposes was also brought into question. The Commission thanked Kate and Coky for their attendance today. Charles DeLorme – Economic Development & Visitor Services Charles requested permission to purchase a computer monitor $435.00, a Notebook Computer $1979.96 and a Desktop Computer for $1169.94 for Economic Development. Currently the department has four people trying to use 3 computers. A motion to approve the purchases was made by Commissioner Maryboy, and seconded by Commissioner Adams. None opposed. Commissioner Adams declared the motion carried. Commissioner Stevens was absent for the vote. John Fellmeth & Corinne Roring – SJC Historical Commission John and Corinne presented a letter from the Utah State Historical Records Advisory Board, awarding the Monticello Branch of the San Juan County Library a $3,000 Grant for the digitization of historical photographs. These funds are being matched by $4,200 from the Hazel Loomis Trust and the County to complete the project. A motion to accept the grant and send a letter of appreciation to Representative Brad King, was made by Commissioner Maryboy and seconded by Commissioner Adams. None opposed. Commissioner Adams declared the motion carried. Commissioner Stevens was absent for the vote. David Bronson – SJC Surveyor David requested approval to purchase a magnetic locator from Engineer Supply, to be used to locate corner section markers which are buried. The cost is $769.99. He would also like to purchase 500 – 5' channel posts for $2060 to be used to re-establish corner markers and make them more visible. A motion to approve the purchases was made by Commissioner Maryboy and seconded by Commissioner Adams. None opposed. Commissioner Adams declared the motion carried. Commissioner Stevens was absent for the vote. Open Time and Other Business R.D. Carroll requested signature on a plat for the Moab Business Park Phase III. Following a discussion regarding turn lanes off of Hwy. 191, it was decided they could be postponed and placed at a future date when the property would be more densely utilized. A motion to approve the plat was made by Commissioner Maryboy, and seconded by Commissioner Stevens. None opposed. Commissioner Adams declared the motion carried. Mr. Earl Lee, Manager of the Southern Fair, presented a financial report on this year's operation. As evidenced in the report, the fair was a great success and there was a lot of donated time and effort put into the activities. The committee is already talking about next year and what additional changes should be made. The Commission thanked Mr. Lee and his Committee for an excellent job and report. Commissioner Maryboy will prepare a thank you letter to be sent to the individual committee members. It was felt there will be an investment made in the fairgrounds to make them safe and functional next year. Mr. Lee will be working on a proposal for those repairs and changes. Commission Reports Commissioner Stevens attended the State Board of Regents training for Higher Education last week, and also the four county meeting on the Glen Canyon Recreation Area. It was announced that Kitty Roberts is retiring and Nancy Aimes will be the Acting Area Manager. Lake Powell has over 2 million visitors each year and the plan is to spend $50 Million on facility up-grades over the next few years. Commissioner Stevens will attend the Mental Health Board mtg. today, and the S.P.E.A.R. mtg. tomorrow evening. He will be in the County all week. Commissioner Maryboy met with the representatives of Readers Digest for a photo shoot last week. He also attended a Navajo Economic Development Committee meeting in Page at the Antelope Point Marina. The Navajo Nation Council was in Special Session last week. Commissioner Maryboy will attend the Mental Health Board mtg. today. He will be in the County the rest of the week. Commissioner Adams said he attended the BLM Open House and went to the AOG on Friday in Price. On Wednesday, he will attend the ribbon cutting at Kane Springs for the recently completed UDOT projects along Hwy 191. Commissioner Adams will be in the County most of the week.
