SAN JUAN COUNTY COMMISSION MEETING October 15, 2007 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Tammy Gallegos, San Juan County Administrative Assistant Norman L. Johnson, County Clerk /Auditor Dawn Shaw, Deputy Clerk Absent: Bruce Adams, Chairman Attendees: Bob Bushart, Cyndi Elderedge, Mike Lacy, Greg Martin A motion to approve the minutes of October 8, 2007, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion reserving the right for Commissioner Adams to make comments. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Cyndi Eldredge - SJC Human Resources Cyndi discussed updates made to Risk Management and asked that the Policies and Procedures for County Volunteers be updated to fit State Law. Motion to approve the action was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Cyndi presented a request that Preston Grover be promoted to Landfill Operations Manager effective January 1, 2008. The pay would change from Step 97 to Step 139. A motion to approve the promotion was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Discussed the Health Fair to be held the afternoon of November 5th and all day November 6th in the Commission Room. Regence Blue Cross Blue Shield will be sponsoring the event. There will be various health checks, prizes, and refreshments. She hopes the Commissioners and Staff will be accessible to attend. Mike Lacy - SJC Sheriff Sheriff Lacy requested out of state travel for Grayson Redd to attend a training on Crimes Against Children in Laughlin, NV. The approximate expense would be $590. He also requested out of state travel for Derek Bethea to attend a training on Sex Abuse in Albuquerque, NM. The approximate expense would be $523. A motion to approve the out of state travel was made by Commissioner Lynn Stevens. Commission Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Commissioner Lynn Stevens discussed the need to find someone to take responsibility for the Blanding Shooting Range. The BLM is concerned about the condition of range. A public meeting is being held on October 24th at 9am in the Blanding City Office. Open Time and Other Business Bob Bushart presented a picture, drawn to scale, of the proposed cell tower in Bluff. A public hearing will be held by SITLA, on the proposed tower, at the Bluff Community Center October 23rd at 6pm. Commission Reports Commissioner Stevens met with the BLM in Moab last week on the Resource Management Plan. He plans to be in the County this week thru Thursday, and can usually be reached by phone. Commissioner Maryboy was in Scottsdale, AZ last week with the Navajo Council discussing land and business leases with Giant. He will be in Window Rock this week at the Navajo Nation Council and can be reached by phone. Adjourned 11:00.
