SAN JUAN COUNTY COMMISSION MEETING November 26, 2007 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC County Clerk /Auditor Dawn Shaw, Deputy Clerk Attendees: Bob Bushart, Marilyn Boynton, Neil Joslin, David Bronson, Bill Goez, Karon Goez A motion to approve the minutes of November 13 and 19, 2007, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. David Bronson - SJC Surveyor David presented a Resolution to unconsolidate the Surveyor Commission Office. After a lengthy discussion about why SJC needs an elected Surveyor the Commission decided to study the issue and place it on next weeks agenda as an action item. Rick Bailey - SJC Administrator Rick presented one building permit for approval and signature. Samuel Pugh - 707 E. Ridgeway Dr. - Addition - Blanding A motion to approve the building permit, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a procurement request from the Road Department for a CX15 Rotary Cutter from John Deere at a cost of $13,935.16. A motion to approve the procurement request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a procurement request from Steve Bradford for a Antenna Analyst 140-525 MHz from Tessco Technologies at a cost of $618.75. A motion to approve the procurement request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. -1- Rick presented an offer to lease County property for Oil and Gas drilling. He had advertised for interested bidders for two weeks and only one company responded. The Commission would like to know exactly where the area is before they take any action on it. The item will be put on next weeks agenda. Rick reported that he received a call saying that developers from an area called Cloud Rock indicate that they want to close a road that goes to BLM land that is on the County line. He received permission from the Commission to let them know that they cannot close a public access road. Rick reported that he received a call from Brandy Tomhave, of the Tomhave Group, wanting to know which Commissioners will be going to NACO, the end of February, so that she can get appointments scheduled. All three Commissioners said they would be attending. Rick reported that the seven counties Daggett, Duchesne, Uintah, and the four counties in the South Eastern AOG (Carbon, Grand, San Juan, Emery) applied for a Federal Interoperability and Communications Grant and were awarded $1,450,000 to improve the communications systems. There will be more information available in the near future. Rick reported on a letter that we received from the State of Utah to the Commissioners regarding Evaporated Pit Proposals, located near Hovenweep National Monument, by Contract Environmental Services. The State indicated that they were denying the applications as the proposals did not meet requirements. Rick reported that the proposed jail expansion project interviews for Design/Build would be held Tuesday morning. There will only be two presentations as Layton Construction pulled out. Open Time and Other Business Marilyn Boynton expressed her opinion about the email from Charles DeLorme saying that while she knows and likes Charlie and thinks he puts enthusiasm into his job, she thinks his email was a case of painfully bad judgement and thinks that the Commissioners should tell him not to ever do it again. Bob Bushart presented to the Commissioners a letter with fifty seven signatures asking for a public apology from Charles DeLorme and a letter of reprimand to be given to Mr. DeLorme. If there is no public apology then they think that Mr. DeLorme should resign. A motion to reject the letter and signatures was made by Commissioner Lynn Stevens. Commissioner Bruce Adams passed the Chair to Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. Two in favor. One abstained. Commissioner Kenneth Maryboy declared the motion carried. Commissioner Kenneth Maryboy passed the Chair back to Commissioner Bruce Adams. Greg Adams presented three subdivision plats for approval and signature. Spring Draw subdivision - Phase One - Amended -2- Spring Draw subdivision - Phase Two Old School House subdivision - Phase Two A motion to approve the subdivision plats subject to the State Health Department approval was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Bill Boyle requested a report from the Commissioners about their meeting with the Department of Health. Commissioner Lynn Stevens in association with Commissioner Bruce Adams gave a detailed report on the meeting and the cooperative progress which occurred there. They felt the discussions were frank and of great value to the future of all the Health Care Providers and Facilities in the County. Commission Reports Commissioner Maryboy met with the Navajo Nation concerning the United Nations Trust Fund. The Speaker is encouraging having the money put into the Tribal General Fund. He has a meeting Tuesday at 2:00 with the Governor's Office and will be back in the County Wednesday afternoon. He will be in Red Mesa this Saturday for the 19th Annual Santa Celebration and the community invites Commissioner Stevens and Commissioner Adams to attend. He can be reached by phone. Commissioner Stevens spent last Tuesday in Salt Lake and on Wednesday he went to a planning meeting with CEU, the City of Blanding and UNHS on how to fund a Wellness/Recreation Center. He will be spending this afternoon partly with the Aging Board of Directors and partly with Senator Bennett's staff. He will be in Green River tomorrow afternoon meeting with the S.E.U. Public Health Board of Directors. He can be reached by phone. Commissioner Adams went to the Health meeting last week. He plans on being at the interviews tomorrow and will be attending a Public Meeting in Mexican Hat Thursday at 6:00. He will be in the County all week. He can be reached by phone.
