SAN JUAN COUNTY COMMISSION MEETING January 7, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Kay Randall, Walter Bird, Lynn Laws, Wanda Franklin, Monica Alvarado, Evan Lowry, Howard Randall, Greg Adams, Mike Lacy, Monty Perkins A motion to approve the minutes of December 17 and 24, 2007, with changes, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Walter Bird - SJC Personnel Walter presented a request to hire Kelly Robinson for the full time SJC Justice Court Clerk. It is a Grade 6 Step 40 position. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Walter presented a request to hire Emily Brown for the part time Blanding Senior Center Aid position. It is a Grade 1 Step 1 position. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Lynn Laws, Wanda Franklin, Monica Alvarado - SJC Road Department Monica, Lynn, and Wanda presented several annual bids from the Road Department for approval. Batteries - One bid for Batteries was received from Standard Battery. A motion to award the bid was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Oil, Grease, and Antifreeze - One bid for Oil, Grease, and Antifreeze was received from BCL. A motion to award the bid was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. -1- Culverts and Pipe - Two bids for Culverts and Pipe for were received, one from Big R and one from Contech. Contech was the low bid and recommended. A motion to award the bid to Contech was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Filters - Two bids for Filters were received, one from Page Brake, and one from Monticello Home and Auto. Page Break was the low bid, however with shipping costs and distance the two bids are comparable. A motion to award the bid to Monticello Home and Auto was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Lynn presented a procurement request for the Road Department to purchase a Plow and Sander for $9,664 and $13,175 respectively for one of their trucks from Tesco Williamsen. A motion to approve the procurement request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Evan Lowry - SJC Planning Evan reported to the Commission that there would be Public Meetings for the Draft BLM EIS County wide over the next month and asked if the Commissioners would be willing to attend some of them. Norman L. Johnson - SJC Clerk/Auditor Norman presented a list of 2007 Commission Assignments to the Commissioners as an outline for 2008 appointments. A motion to approve the Commission Assignments and retain them as currently listed was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Public Hearing - Amendment of Zoning Ordinance Chapter 11, Subsection 11-3 Commissioner Lynn Stevens made a motion to go into a Public Hearing to discuss an Amendment to the Zoning Ordinance. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. There was no public comment about Amending the SJC Zoning Ordinance Chapter 11, Subsection 11-3, allowing construction of a residence on a lot smaller than one acre if the lot is connected to and serviced by a municipal or SSD water and sewer system. A motion to go out of the Public Hearing was made by Commissioner Lynn Stevens. -2- Commissioner Kenneth Maryboy seconded the motion. None opposed. A motion to approve an amendment to Chapter11, Subsection 11-3 of the SJC Zoning Ordinance (Revised 08/01/05) which would allow construction of a residence on a lot smaller than one (1) acre if the lot is connected to and serviced by a municipal or special service district water and sewer system was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey - SJC Administrator Rick presented one building permit for signature and approval. Glenn Gurney - Bluff Airport - Airplane Hanger - Bluff A motion to approve the building permit was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a recommendation to the Governor's Office to reappoint Jerry McNeely, Brian Backus, and John Keys as Grand County Water Conservancy District Board Members. A motion to approve the recommendation was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Monty Perkins presented a request to purchase Carpet Laying Tools for the Maintenance Department at an approximate cost of $800. A motion to approve the purchase was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commission Reports Commissioner Adams will be in the County all week and can be reached by phone. He has been invited to attend a Navajo Division of Behavioral Health Community Meeting January 10 in Halchita. Commissioner Stevens will be in the County all week and can be reached by phone. He plans to go to the Navajo Trust Fund Board Meeting Friday in TeecNosPos. Commissioner Maryboy attended a Chapter Meeting Sunday night in Mexican Water. He will be in Window Rock Wednesday and in the County the rest of the week and can be reached by phone. Commission recessed at 12:05 -3- Commission reconvened at 1:00 Public Hearing - Proposed Changes to the SJC Master Plan A motion to go into a Public Hearing to discuss changes to the SJC Mater Plan was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Evan went over a revision of the Master Plan with the Commission and they discussed some items to be included in the document. There was no public in attendance at the Hearing nor had any written comments been received. A motion to go out of the Public Hearing was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried.
