SAN JUAN COUNTY COMMISSION MEETING March 10, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Attendees: Louise Jones, Wanda Franklin, John Fellmeth, Mike Lacy, Cyndi Eldredge, Tammy Gallegos, Marilyn Boynton, Evan Lowry, Troy Butler, Taylor Lyman, Brodie Heath, Nick Sandberg, Tom Heinler, Andrew Tso, Teresa Showa A motion to approve the minutes of February 25, 2008, was made by Commissioner Lynn Stevens. Louise Jones - SJC Recorder Louise presented a procurement request for a Canon IR3035 Copier at a cost of $3571 from Office Etc. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Wanda Franklin - SJC Road Department Wanda presented a request for a right of way grant from the BLM for some repairs being done in Montezuma Canyon. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None Opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Wanda presented a request to accept a bid proposal from LeGrand Johnson in the amount of $14,031.69 for the Mount Peale Intersection Drainage Project. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. -1- Mike Lacy - SJC Sheriff Sheriff Lacy and Troy Butler presented a request to purchase a remanufactured engine for the County plane from Western Skyways at a cost of $27,700 with a $10,000 core deposit which could be refunded in part or in whole if the problems on the old engine can be fixed. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. John Fellmeth - SJC IT John presented a procurement request for an Epson Perfection V700 Scanner at a cost of $504.28 from Newegg for the Historical Department. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge - SJC Personnel Cyndi presented a request to hire William Rusty Montague and Jim Eberling for full time Laborers at the North Road Department. Step 33 positions. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi presented a request to open/advertise a new Janitor/Maintenance Helper position for the North Road Department. A motion to approve the request was made by Commissioner Lynn Stevens. Tammy Gallegos - SJC Administrative Assistant Tammy presented a procurement request for a a6300t Computer at a cost of $419.99 for the Aging Department. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Tammy presented the second year of the four year Area Agency on Aging Plan for signature. Rick Bailey - SJC Administrator Rick received eight bids for the crack seal project at the Bluff Airport. The bids will be forwarded to the Engineer for review. Rick presented Amendment #4, relating to the Division of Substance Abuse and Mental Health, from the Department of Human Services for approval and signature. A motion to approve the -2- Amendment was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Lynn Stevens was absent for the vote. Rick presented a request to negotiate in association with Grand, Emery, and Carbon Counties to acquire a Reverse 911 System. The Commissioners authorized Rick to proceed with discussions along with the three Counties. Rick presented a request from the Oljato Chapter to purchase one of the John Deere Graders at a cost of $70,000 from the County. A motion to approve the request, with the understanding that no maintenance work will be done on the grader by the County, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Taylor Lyman with Connected Technologies and Brodie Heath with Alltel presented information about Alltel cell phone programs for Commission consideration. Nick Sandberg with the BLM introduced Tom Heinler to the Commissioners. Mr. Heinler is the new BLM area manager for San Juan County. The Commissioners welcomed Mr. Heinler and said they look forward to a good association. Tony Dayish, UNTF Administrator, presented a proposal to the Commissioners from NTUA for upgrading electric lines into the Monument Valley area and indicated the County's potential cost share for the project. The Commission will review the information and seek additional input. Commission Reports Commissioner Adams was in Washington D.C. last week for meetings. He will be attending a Mental Health Board Meeting today at 3:30 and later this week he will be attending a BLM RAC meeting in Moab. He will not be in town for Monday's Commission meeting. Commissioner Stevens was in Washington D.C. last week for meetings. Wednesday he will be attending a Board of Trustees meeting for CEU and later this week he will be in Moab for the BLM RAC meeting. Commissioner Maryboy was also in Washington D.C. last week. He will be in the area this week with the exception of being in Window Rock on Wednesday. Adjourn 12:00 -3-
