SAN JUAN COUNTY COMMISSION MEETING June 23, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Dawn Shaw, SCJ Deputy Clerk Attendees: Cyndi Eldredge, Marilyn Boynton, Maxine Deeter, Phil Lyman, Evan Lowry, Howard Randall, Charlie DeLorme, Louise Jones A motion to approve the minutes of June 16, 2008, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge - SJC Personnel Cyndi presented a request for a change in payroll for Dena Hunter from a Step 81 to a Step 101. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Maxine Deeter - Monticello BLM Maxine reported to Commissioners that the BLM has talked to solicitors in Denver and they would like the County to lease the property the Blanding Shooting Range is on. SJC could get a three term lease and then possibly buy the property. Commissioners asked Rick to file for application to lease. Evan Lowry - SJC Planning Evan recommended to the Commission requiring Encroachment Permits for companies that have mining interest in the County. The Commissioners agreed that this would be a good idea. Phil Lyman - Utah Navajo Development Council Accountant Phil updated the Commission on his and Commissioner Maryboy's trip to Washington D.C. for issues related to the UNTF. A motion for the concept of a resolution, making UNDC the trustee of the UNTF, was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. -1- Kirk Thornock - UDOT Kirk reported to Commissioners the status of the road work being done on Highway 491, East of Monticello. He also stated that the funds to repair Highway 191 south of Bluff would not be available until 2011. Rick Bailey - SJC Administrator Rick presented two building permits for approval and signature. Jakob Zufelt - Residence - Mt. Peale, Spanish Valley Jerry Murdock - Residence - S. Hwy 191, Monticello A motion to approve both building permits, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a procurement request for a Fire Truck from Ross Equipment Co. in the amount of $174,513 for the La Sal Fire Department. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a procurement request for a Community Warning System in the amount of $22,500.27, which will be funded by a Grant, for the White Mesa Community. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a request to use Navajo Revitalization Funding as a match to get a self cleaning filter system installed in Navajo Mountain. This system will help with some of the water issues going on in Navajo Mountain. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Rick asked for permission to apply for a grant to get funding for a Fire Truck for the Bluff Fire Department. Commissioners agreed with Rick proceeding to find funding. Commission Reports Commissioner Stevens reports that he had a good meeting with Selma Sierra. He attended a UAC Board Meeting. This week he plans to attend a Canyon Country Partnership Meeting Wednesday and Thursday and Friday he will attend a State wide RAC Meeting. He will also attend the last UNTF Board Meeting Saturday morning. -2- Commissioner Maryboy went to Washington D.C. last week to take part in the UNTF discussions.
