SAN JUAN COUNTY COMMISSION MEETING November 10, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Absent: Kenneth Maryboy, Vice Chairman Attendees: Marilyn Boynton, Scott Burton, Lynn Laws, Tammy Gallegos, Evan Lowry, Rigby Wright Lynn Laws - SJC Road Department Lynn presented a proposal to Commissioners for approval and signature received by the Road Department from CrownQuest dated October 29, 2008. A motion to approve the proposal was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Tammy Gallegos - SJC Administrative Assistant Tammy presented a contract from Markin Consulting for approval and signature. The contract is for a feasability study for the SJC Events Center in the amount of $30,000. A motion to approve the contract was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman L. Johnson - SJC Clerk/Auditor Norman wanted to remind Commissioners that the Canvass for the 2008 General Election will be November 17, 2008 at 12:00 P.M. He also stated that the election went fine and all equipment was up and running on time. Norman presented a veterans abatement, from Galen Headley, for consideration. A motion to approve the abatement was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. -1- Norman discussed with Commissioners starting budget hearings next week. The budget hearings will start Monday November 17, 2008 and continue on Monday November 24, 2008. Evan Lowry - SJC Planning and GPS Evan discussed with Commissioners the SITLA request to vacate a road going into Johnson's On Top in Spanish Valley. Evan states there is no justification for SJC to claim this road. Rick Bailey - SJC Administrator Rick presented two building permits for approval and signature. Stuart Smith - Residence - Elk Meadows, Monticello Brittany Daye - Residence - N Cabrillo St, Spanish Valley A motion to approve the two building permits, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented three contacts from Utah Navajo Revitalization Fund. One is for the Oljato Road Grader in the amount of $80,000. One for the Bluff Bridge and Monument Valley Fire Equipment in the amount of $110,000 and one for Fire, Roads and Other in the amount of $206,245.30. A motion to approve all three contracts was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a contract from the State in the amount of $97,305 for the Bookmobile for approval and signature. Rick stated that this is up $2000 from last year. A motion to delay formal approval of the contract was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented the CIB Fund for Lisbon Valley Phase II and III terms for approval. A motion to accept the terms was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Reports Commissioner Stevens reports that he and Mike Diem, with the US Forest Service, went on several trails on Elk Ridge, Hammond Canyon and Arch Canyon. Commissioner Stevens would like to see these trails cleaned up and made more accessible. He also attended a West Water Planning Meeting and a Veterans Service in Montezuma Creek. This week he will be in St. George for UAC. -2- Commissioner Adams attended a RAC meeting in Price on Wednesday. He also plans to be in St. George this week for UAC. Commissioner Maryboy was absent due to a meeting in Montezuma Creek with Zions Bank. He will be attending UAC in St. George as well. Adjourn 11:11 A.M. -3-
