SAN JUAN COUNTY COMMISSION MEETING December 1, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Attendees: Scott Burton, Cyndi Eldredge, Walter Bird, Evan Lowry, Scott Mitchell, Larry Sorrell, Charlie DeLorme A motion to approve the minutes of November 24, 2008 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Walter Bird - SJC Human Resources Walter presented a request to approve changes to the Personnel Policy Manual. Commissioners and Department Heads were provided a draft copy several weeks ago and asked to give comments. Walter made the appropriate changes and reviewed them with Commissioners. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge - SJC Personnel Cyndi presented a lease request for a Sharp-AR-208D Copier from Les Olsen in the amount of $693 per year to be split between the Personnel and Planning Departments. This is a 36 month open ended lease and can be returned, cancelled or upgraded at any time. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Evan Lowry - SJC Planning/GPS Evan presented an easement from the State of Utah through SITLA for approval and signature. The easement affects Cedar Mesa, Hatch Wash and Hook & Ladder. A motion to approve the easement was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. -1- Charlie DeLorme - SJC Ec. Development Charlie reported on his recent trip to the United Kingdom and Ireland. He also showed the Commission some of the articles that have been printed highlighting San Juan County Tammy Gallegos - SJC Administrative Assistant Tammy presented one building permit for approval and signature. Kevin Black - Residence - Perkins Rd, Blanding A motion to approve the building permit, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was not present for the vote. Commission Reports Commissioner Stevens plans to attend a CEU Board of Trustees Meeting in Price and a Canyon Country Partnership Meeting, both this week. Commissioner Maryboy plans to attend meetings in Red Mesa, Aneth and Mexican Water this week. He is also doing his annual Navajo Santa this weekend. Commissioner Adams will be having a conference call with Navajo Revitalization Fund Board this afternoon and later this week he plans to attend the annual UCIP meeting. He wants to remind everyone that he will be out of town next Monday. Adjourn 11:00 A.M. 6:00 P.M. Public Hearing - Budget The SJC Commissioners conducted a public hearing on the 2009 proposed budget at 6:00 P.M. in the Commission Chambers of the County Administration Building. Commissioners Adams and Stevens were present along with elected and appointed officials and members of the public. There were a total of 19 persons in attendance. The tentative general fund and other County budgets were reviewed by Chief Deputy Auditor John Fellmeth. Questions were entertained from the audience, comments and suggestions were exchanged in an open discussion format. Commission Chairman, Bruce Adams closed the hearing at 6:48 P.M. as there were no other questions concerning the budget or the budget process. -2-
