SAN JUAN COUNTY COMMISSION MEETING February 9, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Absent: Kenneth Maryboy, Vice Chair Attendees: Scott Burton, Charlie DeLorme, Larry Sorrell, Howard Randall, Janet Ross, Bruce Bunker, Evan Lowry, Louise Jones, Lynn Laws Jim Keyes - USU Extension Jim discussed with Commissioners weed spraying on private land. Jim states in the past that this is something the County has done but they have ran into problems. Jim recommended to Commissioners to not spray on private property and Commissioners agreed. Jim presented an out of state travel request to Cripple Creek, CO to attend the Pro Rodeo Convention in the amount of $788. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Evan Lowry - SJC Planning/GPS Evan reports that he has drafted a letter to the Forest Service in support of OHV use at Camp Jackson for Commission signature. He also states he attended the Forest Service open house in Blanding last week where they discussed the Johnson Creek Fuels proposal. He states there was concern over some road closures they had proposed. He plans to get more information and update Commissioners. Louise Jones - SJC Recorder Louise presented a procurement request for a Workroom Computer and Monitor in the amount of $627.98 from Tiger Direct. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Janet Ross - Canyon Country Discovery Center Janet Ross presented a request to have the building permit for the Canyon Country Discovery Center waived for an approximate amount of $24,000. Janet states that she hopes to receive money from the economic stimulus package that she plans to use it for the building permit and building. After some discussion is was decided to waive having the check in hand at the time the permit is issued. Commissioners and Bruce Bunker, SJC Building Inspector, said that by doing this they hope to eliminate some of red tape she would otherwise go through getting the permit. At present they don't know exactly how much the permit will be because the building plans are not complete. Tammy Gallegos - SJC Administrative Assistant Tammy presented a request for the approval of a right of way for the Mexican Hat fire station. Commissioner Lynn Stevens made a motion to approve the request. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Tammy presented several procurement requests. One for a generator from Millenium Products in the amount of $39,740 for Emergency Services. One for two Radio Interoperability Package 2 for a total amount of $57,700 from Link Communications Inc for Emergency Services. One for a Radio Interoperability Package 1 in the amount of $1,750 from Link Communication Inc for Emergency Services and one for a 010 Kenworth truck with a hook lift in the amount of $116,449 from Kenworth Sales Company for the Landfill. A motion to approve the requests was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Tammy presented a procurement request for a vehicle purchase for the SJC Ec. Development department. After much discussion about how this would be paid for, TRT Funds will be picking up the bill, Commissioner Lynn Stevens made a motion to approve the purchase of a 2009 Chevy Tahoe in the amount of $29, 197. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Tammy presented five building permits for approval and signature. Derrick Daye - Residence - N Cabrillo, Spanish Valley Jared Shumway - Well Pump House - E Mt. Peale, Spanish Valley Brian Ray - Outdoor Cabinets - N Sagebrush Rd, Blanding David Desrosiers - Shed - Hwy 162, Bluff Tim Chamberlain - Residence - E Ridgeway Dr, Blanding A motion to approve the building permits, provided that all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Tammy discussed with Commissioners the current purchasing policy requiring capitol expenditures of $250 to go before Commissioners. She made a recommendation to raise this to $1,000 due to the cost of items now verses when the policy was adopted in 1999. A motion to approve the recommendation was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Howard Randall, SJC Assessor, presented a request to go into BOE to abate taxes on the Mike and Denise Bradford property. A motion to go into BOE to discuss parcel B0000033002A was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Howard states that there was an error made on this property by adding a residence that does not exist. He presented a request to Commissioners to abate $716.54 for this error. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. Commissioner Bruce Adams declared the motion carried. Commission Reports Commissioner Stevens attended legislative meeting last week. He commended Christine Watkins and David Hinkins on the hard work they are doing. Commissioner Adams also attended legislative meetings last week and feels they are making some progress.
