SAN JUAN COUNTY COMMISSION MEETING April 17, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Absent: Lynn Stevens, Commissioner Attendees: Charlie DeLorme, Cyndi Eldredge, Bruce Bunker, Janet Ross, Pam Vafi, Jerry McNeely, Scott Burton, Howard Randall A motion to approve the minutes of August 10, 2009, with corrections to be made by Commissioner Lynn Stevens, was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge – SJC Personnel Cyndi presented a request to hire Jymi Adams as a part time janitor, a Step 1 Grade 1 position. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Brue Adams recused himself from the vote because Jymi is his daughter-in-law. Commissioner Lynn Stevens ratified the vote later in the meeting, seconding the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi presented a request to move Brittany Dalton, with the Aging program, from part time to full time. Cyndi stated that the work load has increased significantly. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Janet Ross – CCDC Janet reported that they are working on getting an Observatory for the Canyon Country Discovery Center. She presented a request for Commissioners to waive the building permit fee, approximately $700; however the inspection fees will need to be paid. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion with the caveat that this applies to the Observatory only. Commissioners stated they wanted some information on the CCDC projects. None opposed. Commissioner Bruce Adams declared the motion carried. Charlie DeLorme – SJC Ec. Development Charlie presented three travel requests for approval. One, for him, to the United Kingdom and France for the World Travel Market in the amount of $5,268 and two to Seattle, WA for him and Pam for the Seattle Adventures in Travel Tradeshow in the amount of $905/ea. A motion to approve the travel requests was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman L. Johnson – SJC Clerk/Auditor Norman presented a travel request for John Fellmeth, SJC IT, to attend a Casselle Conference in Las Vegas, NV in the amount of $983. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey – SJC Administrator Rick presented a request to appoint William H. Johnston, SJC Resident, to the Spanish Valley Sewer and Water District Board to fill a two year position. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented an out of state travel request to Denver for an FAA meeting. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Jerry McNeely – SJC Liaison Jerry briefly reported to Commissioners on some meetings he has attended. Commissioner Reports Commissioner Adams attended UCIP last week and states he can be reached by phone this week. Commissioner Maryboy reported he attended the EMT meeting last week in Montezuma Creek. This week he plans to attend meetings in Window Rock on Wednesday and Thursday.
