SAN JUAN COUNTY COMMISSION MEETING September 14, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Absent: Lynn Stevens, Commissioner Attendees: Marilynn Boynton, Jerry McNeely, Dave Cressler, Charlie DeLorme, Howard Randall, Cyndi Eldredge, Debbie Rush, Lyman Duncan, Mike Lacy, Scott Burton, Brooke Williams, Linda Larson, Karena Gholson, Evan Lowry, Tammy Gallegos Lyman Duncan – SJC Hospital CFO Lyman came back to Commissioners with the issue regarding the resolution for the “Series 2009 Bonds” (September 8, 2009 Commission Meeting). Commissioner Adams referred to a resolution passed July 28, 2009 stating that the “San Juan County Health Care Service District plan for and operate the county owned health care facilities and services within the county and to designate the authorities, responsibilities, and limitations of an administrative control board for the district”. Commissioner Adams stated that it is up to the administrative control board to decide whether or not to approve the resolution. He recommended that the hospital hold its public hearing on the issue and continue from there. Karena Gholson – SEU Housing Authority Karena updated Commissioners on several projects that are going on in the county from rent to own homes and section 8 vouchers to help with rent. She requested help with an affordable housing study she would like to conduct in the county and said she would be back once every quarter to update Commissioners on what is going on. Cyndi Eldredge – SJC Personnel Cyndi presented a request to hire Cordell Black as the Bluff/Mexican Hat Transfer Station Attendant, a Grade 1 Step 1 position. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Howard Randall – SJC Assessor Howard presented a partial list of twenty eight properties from BOE for approval. A motion to approve the list was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey – SJC Administrator Rick presented an agreement between the BIA and SJC in the amount of $1.8 million for road and bridge work in the county. Rick stated that this money is from the federal government stimulus. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented two building permits for approval and signature. T.H. Poloni – Garage – Pack Creek Rd, Spanish Valley Farley Croft – Residence- South East, Blanding A motion to approve the request, provided all appropriate signatures are in place, was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Jerry McNeely – SJC Liaison Jerry reported to Commissioners that he is still looking at possible bookmobile locations and will be attending a Spanish Valley Water and Sewer meeting on Thursday. Commission Reports Commissioner Maryboy reminded everyone that the fair starts in Bluff on Thursday. He plans to be in Window Rock on Wednesday and in Salt Lake on Friday. Commissioner Adams attended a SPEAR meeting last Tuesday and the Oljato Chapter meeting on Sunday. This Wednesday he plans to attend a forest service meeting, Thursday a UCIP meeting and then on to Salt Lake Friday for BIA issues. Executive Session – 11:35 A.M.
