SAN JUAN COUNTY COMMISSION MEETING October 5, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Melinda Blackhorse, Julie Kafford, Vanessa Mustache, Evan Lowry, Howard Randall, Jerry McNeely, Charlie DeLorme, Jeff Nielson, Scott Burton, Marilyn Boynton, Mike Lacy, Adam Trupp A motion to approve the minutes of September 21 and 28, 2009 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Mike Lacy – SJC Sheriff Mike presented a procurement request for thirty HON315CPL File Cabinets in the amount of $361.96 each ($10,858.80 total) from Shoplet.com. This price includes freight. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Melinda Blackhorse – Rural Utah Child Development (RUCD) Melinda along with Julie Kafford, from RUCD, reported to Commissioners on the services that RUCD provides to county residents. They stated that they are low on funds and presented a request for a donation to re-carpet their Blanding facility. Commissioners expressed that this is a legitimate request but asked if they had gone to the San Juan School District and asked for the funds. Julie stated that they had not because “the District has received budget cuts”. Commissioners advised that they should first take this issue to the School District and another possible avenue would be to go to the Utah Navajo Commission. Norman L. Johnson – SJC Clerk/Auditor Norman reported to Commissioners that he has set up the 2010 Budget Schedule. He stated that it will begin with budgets from each department due in the clerk’s office by October 16, 2009 and end with the Commission adopting the final budget December 21, 2009. He said that Commissioners need to plan for a couple of afternoons to review the department budgets with staff. Rick Bailey – SJC Administrator Rick presented three building requests for approval and signature. Kelle Shearer – Residence – Kiva Drive, Blanding Utah Energy Corporation – Repair Shop – CR B258, Fry Canyon Steve Henry – Barn/Shed with Living Quarters – S Horsehead Rd, Monticello A motion to approve the three building permits, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a request to approve three design build projects from Jones and DeMille. The projects are located at Aneth, Montezuma Creek, and Halchita. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick reported to Commissioners that he and Cyndi Eldredge, SJC Personnel, have come up with a summary to address a Worker’s Compensation issue and presented Commissions with a copy of the summary. Rick reported to Commissioners that there are problems with the 11th East and Hwy 491 road project. Rick stated that the county repaved the road and UDOT inspected it, saying it was fine. UDOT did not however, take into consideration turn lanes. In order to fix the problem 100 feet of asphalt will need to be torn out and the road redesigned. Open Time and Other Business Commissioner Adams reported that UDOT has stated that they are considering closing the ferry from Halls Crossing to Bullfrog because it is not cost effective. An alternative is to have Aramark run it. Commissioners state that they will fight the closing of the ferry because it transports school children. Corrine Roring, Hole in the Rock Foundation, presented a request to have the county sponsor the 2010 grant cycle for transportation enhancement funds. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Howard Randall, SJC Assessor, presented a request to adjust three properties from BOE. A motion to approve the request, as made by the Assessor, was made by Commissioner Lynn Stevens. Evan Lowry, SJC Planning/GPS, reported to Commissioners that they will hire someone to do a website containing the information and photographs from the photo comparison book and will offer it on CD as well. Jerry McNeely – SJC Liaison Jerry and Norman reported to Commissioners about a Utah Division of Water Rights meeting the attended where they discussed hydrogeology of Moab/ Spanish Valley, water right basics and currents, endangered fish policy and Colorado River policy. Jerry also reported on the public hearing he attended to discuss a well that was drilled in Fry Canyon. Commission Reports Commissioner Stevens reported that he attended a CEU Board of Trustees meeting last week. This week he plans to attend UAC on Wednesday and the final arguments on Salt Creek in Salt Lake on Friday. Commissioner Maryboy reported that some people doing a water study took a tour from Oljato to Mexican Hat last week and he attended Chapter meetings. He also stated that the trust fund money may go to the Navajo Nation. This week he plans to be in Window Rock on Wednesday and Salt Lake on Thursday, Commissioner Adams reported that he met with Governor Herbert last week. Commissioners drafted a letter to the members of the San Juan County Sage Grouse Working Members that the county intends to have representation with them either Commissioners or Jim Keyes in the event Commissioners cannot attend.
