SAN JUAN COUNTY COMMISSION MEETING October 12, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Jerry McNeely, Berlin Eldredge, Tyler Ketron, Bruce Bunker, Brooke and Terry Williams, Phil Lowe, Marilyn Boynton A motion to approve the minutes of October 5, 2009 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman L. Johnson – SJC Clerk/Auditor Norman presented a list of Circuit Breaker and Veteran Abatements to Commissioners. This year 155 county residents participated having a total of $110,805 abated or exempted. A motion to approve the abatements as the clerk recommended was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Phil Lowe – SJC Health Service District CEO Phil reported to Commissioners that the San Juan Health Service District received the CIB Funding for the additional operating suite and roof. The funding will be $500,000 grant and $500,000 as an interest free 20 year loan. Phil presented a request of $310,000 to help pay back the loan for the replacement of the hospital, administration, and Blanding Clinic roofs and an upgrade to the hospital’s boiler system. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Tammy Gallegos – SJC Administrative Assistant Tammy presented one building permit for approval and signature. Charles Erickson – Residence – Elk Meadows, Monticello A motion to approve the permit, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Jerry McNeely – SJC Liaison Jerry reported to Commissioners on the meeting he attended with SITLA in Moab on Spanish Valley Water and Sewer. He stated that there is a need for road signs in the Spanish Valley area, Commissioners asked him to meet with David Bronson, SJC Surveyor. He also reported that the bookmobile visit to Spanish Valley was successful. The Commissioners plan to have it continue until the satellite locations are up and going. Commission Reports Commissioner Maryboy reported that the Navajo Nation fall session will begin October 19th. He also stated that he is preparing for the Navajo Santa Christmas activities and plans to be in Window Rock on Wednesday. Commissioner Stevens reported he was in Salt Lake Friday for final arguments on the gate closure to Angel Arch and stated that the judge will make his decision in writing. He reported that he has been working with the State Historical Preservation Office to move fiber optic cables over BLM land between Monticello and Blanding. Next week he plans to attend a board of directors meeting for NACo in Tillamook, OR and a Canyon Country Partnership meeting in Moab. Commissioner Adams reported that he attended a Joint Highway Committee meeting and the Oljato Chapter meeting last week. He stated that the Federal Highway Transportation Committee wants to cease school bus operations on the Reservations. The County is trying to get a pilot program going that would allocate money and provide bus transportation to school children on the Reservation. This week he plans to attend a Census meeting and water summit in Page, AZ. Commissioners want to remind everyone that there will not be a Commission Meeting October 19th. Adjourn 11:51 A.M. 1
