SAN JUAN COUNTY COMMISSION MEETING November 2, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Jerry McNeely, Marilyn Boynton, Brooke Williams, Mike Lacy, Larry Sorrell, Susan Taylor, Charlie and Susan DeLorme, Jeff Nielson, Scott Burton, John Fellmeth, Earl Lee, Corrine Roring, Howard Randall Mike Lacy – SJC Sheriff Mike presented five procurement requests for approval. Two from Jerry’s Sports for a Beretta Tikka Tactical .308 in the amount of $1249.50 and one for EO Tech Scope in the amount of $399. Two from Impact Guns for a Rock River AR-15 in the amount of $899 and one for a Glock 21 with night sights in the amount of $592. The last from Horus Vision for a Falcon Sniper scope in the amount of $1,499. A motion to approve all five requests was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Charlie DeLorme – Ec. Development Charlie reported to Commissioners about his sales mission to Japan. He stated that there were approximately 350 tour operators from several different countries in attendance and with free tickets being offered to some of the tour operators, hopes to get more tourism in the area. Open Time and Other Business Susan DeLorme, SJC Victims Advocate, invited Commissioners to attend a Domestic Violence Conference this week where there will be law enforcement and nurses to teach about the subject. Earl Lee, Utah Navajo Fair Manager, reported to Commissioners that the southern fair went approximately $23,394 over budget. As was discussed at last week’s commission meeting it was decided, by unanimous vote, to give the Utah Navajo Fair $25,000 to cover expenses and in turn $25,000 would be done on county roads on the reservation by the Navajo Revitalization Fund. Additional information will need to be provided prior to the release of funds. Marilyn Boynton, SJC Resident, reported that she has looked into the cost of reseeding approximately 100 acres of land to accommodate the Gunnison Sage Grouse. If she can find the funding, about $9,000, she would like to find volunteers and the land to do this. Commissioner Stevens complimented Corrine Roring on the dedication of the John Taylor statue in Bluff stating it was a very nicely done. Norman L. Johnson – SJC Clerk/Auditor Norman reported to Commissioners that he met with the people from the 2010 Census last week and stated that they would like the word put out of how important the census is. Commissioner Adams requested that Norman compose a letter to the papers explaining the importance of the census and also have the information relayed to the Chapters throughout the county. Norman along with John Fellmeth reported to Commissioners that they have most of the preliminary budgets in and would like to schedule budget reviews November 16th and 23rd for department heads. Commissioners agreed that would be a good time. Rick Bailey – SJC Administration Rick reported to Commissioners that he would look into the Bookmobile contract to see if the county is obligated to keep it for a certain amount of time. Rick reported that Commissioner Maryboy was appointed to a four year term on the RAC committee. Rick presented one building permit for approval and signature. San Juan County – Fire Station – W Firehouse Rd, Mexican Hat A motion to ratify a previous decision and approve the building permit, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Jerry McNeely – SJC Liaison Reported on several meetings he attended this week and stated that the housing authority would like to have him work as a liaison with them. Commission Reports Commissioner Stevens reported that he spent some time with people from the forest service to discuss trails and met with Governor Herbert over the closing of the ferry at Halls Crossing to Bullfrog. He stated that he has meetings this week in Price and Salt Lake. Commissioner Maryboy reported that he attended Navajo Nation last week and plans to travel to Washington D.C. this week on county business. Commissioner Adams reported that he plans to attend CIB on Thursday. Adjourn 12:19 P.M. 1
