SAN JUAN COUNTY COMMISSION MEETING January 19, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Howard Randall, Carla Sorrell, Larry & Karen Wells, Charlie DeLorme, Jeff Nielson, Phil Palmer, David Bronson, John Fellmeth, Walter Bird A motion to approve the minutes of January 4 and 11, 2009 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Larry and Karen Wells – SJC Residents Larry and Karen have some properties listed under commercial zoning and they would like to have them changed to residential. They stated that parcel # A33230258433 has two rental units and are not used commercially. A motion to go into BOE was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. A motion to tax parcel #A33230258433 as residential and forgive the commercial zoning amount for 2009 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioners asked Howard Randall, SJC Assessor to change the property designation for the future. A motion to go out of BOE was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Phil Palmer, Blanding City Cemetery District, presented a request to Commissioners that in the case of emergency situations, in which there are is private equipment available for snow removal, the road department would be able to plow the cemeteries. Commissioners agreed and stated that a policy note would be drafted to the road department. Charlie DeLorme, SJC Ec. Development, reported to Commissioners that Governor Herbert will be hosting the 2010 Ec. Development Summit in March and invited Commissioners to attend. Norman L. Johnson – SJC Clerk/Auditor Norman presented the 2010 Commission Assignments for approval. After a discussion and making some changes a motion to approve the adjusted assignments was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman reported to Commissioners that there have been some billing issues with Regence Blue Cross Blue Shield. He presented a request to pay the bill upon receipt rather than following the traditional method of paying the first Monday after receiving the bill. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey – SJC Administrator Rick presented one building permit for approval and signature. James Winder – Two Rental Cabins – 11781 S Hwy 191, Spanish Valley A motion to approve the building permit, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick reported that the Division of Oil, Gas and Mining denied the application for evaporation ponds East of Monticello due to hydrological problems and complaints from neighbors. Rick reported that due to some freezing problems, the county is hauling water to Monument Valley from Mexican Hat. The cost will be reimbursed by the school district. Rick reported that Jerry McNeely, SJC Liaison, has been attending meetings which include a Spanish Valley Water and Sewer District meeting. Commission Reports Commissioner Stevens reported that he attend two meetings in Provo last week and plans to attend meetings in Salt Lake later this week. Commissioner Kenneth Maryboy reported that he planned to be around all this week and the Navajo Nation winter session would start in late January. He also stated that he attended the new Monument Valley Elementary School ground breaking last week. Commissioner Bruce Adams reported that he attended the water hearing in Green River last week and plans to head to Kanab this afternoon for UAC and later this week attend UCIP.
