SAN JUAN COUNTY COMMISSION MEETING February 22, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Ruth Skouson, Chet Johnson, Cyndi Eldredge, Marilyn Boynton, Charlie DeLorme, Brooke Williams, Carol Van Steeter, Bill Boyle, Tammy Gallegos, Howard Randall A motion to approve the minutes of February 16, 2010, with approval from Commissioner Maryboy, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Commissioner Maryboy was absent for the vote. Charlie DeLorme – SJC Ec. Development Charlie reported to Commissioners that he and Chet Johnson, UDoT, had met with a company to discuss possibly installing an anti deer device along the highway in some our “deer hot spot” areas. The device consists of a stake that goes in the ground with a sound alarm and light, triggered by vehicle lights and is solar powered. Each device costs approximately $150 and can be spaced every 50 to 100 yards. Commissioners asked Charlie to continue working with Chet and also meet with the DWR to see if they would be interested in partnering with SJC and UDoT. Open Time and Other Business Cyndi Eldredge, SJC Personnel, presented a request to hire Tawana Oliver and Vance Morris as the La Sal Senior Center Aides with Brenda Balsley as the alternate. All are part time Grade 1 Step 1 positions. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Ruth Skouson, Monticello City Assistant Manager, reported to Commissioners that she participated in a telephone conference for the Regional Transit Council and stated her concerns over San Juan County not being represented in this council. Commissioners explained that while they wouldn’t have any problem recommending someone to the council they would not recommend any further involvement. Bill Boyle, SJ Record, asked Commissioners for their opinions on the “draft memo” from the federal government proposing to turn Cedar Mesa into a National Monument. Commissioners stated that they are working on a land bill for San Juan County similar to one that was done in Washington County. The SJC Land Bill would have maps that show the different usage for land in SJC. They reported that while they do not agree with or support the proposed national monument, that the past shows that the federal government can and has designated areas that way without any contact with local government officials. Most of our Congressional delegation is working on the situation. Marilyn Boynton, SJC Resident, reported to Commissioners that she attended a meeting for the sage grouse in Dove Creek last week and presented a request that the county would contribute up to $2,000 in a pilot project to for seeding and reclamation for the sage grouse. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey – SJC Administrator Rick presented one building permit for signature and approval. Kenny Black – Remodel – E. Flour Mill Rd, Blanding A motion to approve the building permit, provided all appropriate signatures are in place, was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a cooperative agreement between the county and the BLM Arizona Strip Field Office for approval and signature. A motion to approve the agreement was made by Commissioner Lynn Stevens. Commission Reports Commissioner Stevens reported that he was in Salt Lake last week and attended the CEU Board of Trustees meeting. This week he has a meeting in Moab on Wednesday and then back to Salt Lake for a UAC meeting. Commissioner Maryboy reported that he was in Window Rock last week for the Navajo Nation and also attended RAC. This week he will go to Salt Lake Wednesday for more meetings. Commissioner Adams presented a request to draw up a two year contract with Mike Demitrich to lobby for SJC. This contract will be for 2010 – 2011 and will be the same amount as the 2009 contract with him. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Adams reported that he was in Salt Lake last week attending legislative meetings. This week we will head back up to Salt Lake Wednesday. Adjourn 11:52 A.M. 1
