SAN JUAN COUNTY COMMISSION MEETING April 12, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Mike Lacy, Jerry McNeely, Sharron and Richard Guymon, Richard Guymon, Marilyn Boynton, Charlie DeLorme, Pam Hansen, Paul Barr, Greg Adams, Brooke Williams, Walter Bird, Lynn Laws, Phil Lyman, Craig Simpson A motion to approve the minutes of April 5, 2010, as corrected, was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman Johnson – SJC Clerk/Auditor Norman presented a request to approve the SSBG invoice in the amount of $39,690.30 to be paid to the county for approval and signature. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman updated Commissioners that as of today there will be seven properties that need to go to title search for the tax sale that will be held on May 20, 2010. Norman presented a request to approve a title search on the seven properties. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Greg Adams – SJC Planning & Zoning Greg presented a request to amend the Wilson Arch Resort Community Subdivision Platt. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Ricky Bailey – SJC Administrator Rick reported to Commissioners that the Abajo Peak building which the BLM owns and the county has approximately 25-30% total use of, is not suitable to BLM standards and needs improvements. Rick presented one building permit and one sign permit for approval and signature. Ivan Carr – Storage/Shop – 414 E 300 S, Blanding Ivan Winder – Flat Sign – S Hwy 191, Moab A motion to approve both permits, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a request for Commission signature on a subcontract for professional services from Creamer & Nobel in the amount of $60,900.26 for work to be done on the Lisbon Valley Road Phase IIIB. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented an out of state travel request to attend a FEMA conference in South Dakota. A motion to approve the request was made by Commissioner Lynn Stevens. Rick reported to Commissioners on issues including LeGrand Johnson has begun working on two road projects on the South end of the county. The BIA has awarded the county a contract in the amount of $1.8 to restore and pave BIA routes on the reservation however work cannot be started until a list of items are submitted. Commissioners asked Rick to talk to the Tomhave Group to see if there could be an extension on the deadline. Rick also stated that the county will receive funds in the amount of $90,000 provided we come up with a $30,000 match. Jerry McNeely – SJC Liaison Jerry reported to Commissions on the meetings he has attended including LEPC, SITLA and Spanish Valley Water and Sewer. Commission Reports Commissioner Maryboy reported that he attended various Chapter Meetings last week and this week plans to attend UAC in Ogden. Commissioner Stevens attended a SITLA Board meeting last Thursday and plans to be in Ogden this week for UAC. Commissioner Adams attended a NRFB and AOG meetings and plans to attend UAC in Ogden this week. 11:15 A.M. – Public Hearing A motion to go into Public Hearing to discuss possible road closures for the Geyser Spur Rd in Spanish Valley and 1/10 of a mile of Larkspur Rd in Bluff was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. 11:30 A.M. – Public Hearing A motion to go into Public Hearing to discuss imposing a Tourism, Recreation, Cultural, Convention and Airport Facilities Tax was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. 12:30 – End Public Hearings A motion to go out public hearing was made by Commissioner Lynn Stevens.
