SAN JUAN COUNTY COMMISSION MEETING April 26, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Absent: Lynn Stevens, Commissioner Attendees: Jerry McNeely, Keith Price, Larry Sorrell, Cyndi Eldredge, Marilyn Boynton, Scott Burton, Jim Keyes, Bruce Bunker, Greg Adams, Charlie DeLorme A motion to approve the minutes of April 12 and 19, 2010, subject to Commissioner Stevens’ approval, was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Cyndi Eldredge – SJC Personnel Cyndi presented a request to hire Cassidy Brandt as the Blanding Senior Center Aide, a part time Grade 1 Step 1 position. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Jim Keyes – USU Extension Jim presented a request to purchase six roping steers for the 4-H program with the plan to sell them after the fair to recoup the cost. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Greg Adams – SJC Planning & Zoning Greg reported to Commissioners that there are two 80 acre parcels near Gordon Resiviour that were a part of a state land sale and have accrued back taxes. There is an issue of back taxes being owed if money has been collected on the sale. Commissioners asked Greg to look into the matter, and if money was collected then they are not eligible for abatement. Charlie DeLorme – SJC Ec. Development Charlie reported to Commissioners that the DWR has requested help in distributing 270 deer licenses on the Reservation. They have concerns over crowd control and are in need of a translator. Commissioner Maryboy indicated that he help with this matter. Norman L. Johnson – SJC Clerk/Auditor Norman presented an out of state travel request to Billings, MT for WIR. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Norman reported to Commissioners that as of today there are five properties that will go up for tax sale. He indicated that he is taking measures to locate the property owners and that the tax sale notice will be posted in the paper starting this week. Norman gave Commissioners an election update and stated as of May 8, 2010 he will know if there will be a county wide primary. He also stated that party issues are not the county’s concern and that the State Democratic Office will certify county candidates. Rick Bailey – SJC Administrator Rick presented a request to approve an application for eligibility of federal surplus property. A motion to approve the application was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Rick presented two building permits for approval and signature. Lonnie Laws – Residence – 1050 N 850 W, Blanding A motion to approve the building permit, provided all appropriate signatures are in place, was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Gordon Eddington – Residence – Lot 14 Elk Meadows, Monticello A motion to approve the building permit, provided that all appropriate signatures are in place and Mr. Eddington follows up with Rick Meyer on the remaining perk test issues, was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Rick presented a request to proceed with road projects at Halchita, Montezuma Creek, and Aneth. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Rick also reported to Commissioners that he attended a road meeting with the BIA where they plan to bid out the Oljato overlay and Piute Bridge projects. Jerry McNeely – SJC Liaison Jerry reported to Commissioners that he attended a Housing Board Authority meeting where they stated they have 22 buildable lots six of which are in Blanding. He plans to meet with Brian Torgerson with SITLA and has a Spanish Valley Water and Sewer meeting on Thursday. Keith Price – President K20 Utah Mr. Price reported to Commissioners that he has leased several hundred acres of land from the BLM, State and Federal Lands with the intent of mining Potash. He gave a very detailed summation of how the process works and the kind of jobs it could bring in for both Grand and San Juan Counties. Commissioners thanked Mr. Price for his time and stated that they would be instrumental in lobbing the BLM and State to get this project moving. Commission Reports Commissioner Maryboy reported that he plans to attend the Navajo Nation council, meet with Governor Matheson Thursday and Friday and attend the Navajo Mt. Chapter meeting. Commissioner Adams reported that he attended the joint highways meeting in St. George and this week will be attending the Republican Convention on Thursday. Adjourn 11:47 A.M. 3
