SAN JUAN COUNTY COMMISSION MEETING June 7, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Dustin Fife, Carla and Larry Sorrell, Jerry McNeely, Marilyn Boynton, Mike Lacy, Carol Van Steeter, Maxine Deeter, Howard Randall, Becky Pool A motion to approve the minutes of May 24, 2010 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Dustin Fife – SJC Library Board Dustin presented a procurement request for book shelves and desk for the Bluff Library from Taylor-Made in the amount of $7,317. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Vote unanimous. Norman L. Johnson – SJC Clerk/Auditor Norman reported to Commissioners on the May 20, 2010 Tax Sale stating that only one property, east of Monticello, went to the sale. There were three members of the public present. The high bid went to Victor Schafer at $2,250. A motion to approve the high bid and issue a tax deed to Victor Schafer was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Norman reported to Commissioners that there have been some issues with scheduling the County Administrative building and requested that some reservations be handled at the fair building. Norman reported that the election is proceeding as planned. By mail and absentee ballots will be going out today and tomorrow. Rick Bailey – SJC Administrator Rick presented two building permits for approval and signature. Boyd Rasmussen – Garage – N Creek Rd, Monticello Wilhelm – Barn – W Blue Mt. Ridge Rd, Monticello A motion to approve both building permits, provided all appropriate signatures are in place, was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Vote unanimous. Rick presented a modified agreement between the County and HUD on the Fair Grounds for approval and signature. A motion to approve and sign the agreement was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Rick presented a Task Agreement between the County and the Forest Service in the amount of $2,000. A motion to approve the agreement was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Jerry McNeely – SJC Liaison Jerry updated Commissioners on various meetings he has attended including SITLA, Health Board and Land meetings. Open Time and Other Business Sheriff Lacy presented a Resolution for Commissioners to sign regarding insurance coverage for deputies responding on the Reservation. Commission Reports Commissioner Stevens reported that he met with people from the World Harmony Run and plans to meet with Ted Wilson from the Governor’s Office Thursday and Friday. Commissioner Maryboy reported he attended a Navajo Nation Special Work Session, graduations and Chapter meetings. This week he plans to attend Utah Navajo Commission meeting. Commissioner Adams reported that he talked with Mike Diem regarding the Ute Tribe and plans to be in the County the rest of the week. 12:13 P.M. – Executive Session A motion to go into executive session to discuss personnel issues was made by Commissioner Lynn Stevens. Commissioner Maryboy seconded the motion. None opposed. Vote unanimous. 12:40 P.M. – End Executive Session A motion to go out of executive session was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. A motion to leave the Public Defender Contract intact until January 2010 was made by Commission Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. In October/November the County will issue a new RFP for Contract. Because of a lack of commitment from SITLA a motion to not peruse funding from the Army Corp. for Spanish Valley Water and Sewer and instead support the City of Monticello’s application of the funds was made by Commissioner Lynn Stevens.
