SAN JUAN COUNTY COMMISSION MEETING June 21, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Ruth Skouson, Charlie DeLorme, Jeff Nielson, Ben Huntsman, John Fellmeth, Cyndi Eldredge, Susan Taylor, Scott Mitchell, Carol Van Steeter, Scott Burton, Phil Lowe, Tammy Gallegos, Jerry McNeely A motion to approve the minutes of June 14, 2010 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Norman L. Johnson, SJC Clerk/Auditor & John Fellmeth, SJC IT John explained some of the ramifications relating to the Utah Retirement System (URS) that were created by this year’s Legislative changes. The County budget, several current employees and all new employees will be impacted. Following a discussion and given the complexity of the changes the Commission decided to hold a work session next Monday, June 28th at 9:00 A.M. to review the impact before making a decision. Norman L. Johnson – SJC Clerk Auditor Norman presented an out of state travel request to attend NACo and NACRC in Reno, NV. He said UAC will be reimbursing a good share of the cost. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Commission also authorized Norman to cast the County vote at the Convention as he will be the only SJC Representative there. Cyndi Eldredge & Susan Taylor, SJC Library Board Cyndi and Susan presented Grant applications to USDA for the Blanding and Monticello library remodeling project. They briefly discussed the projects and said they would keep Commissioner’s informed on the grant progress. Irene Hansen, Wells Fargo & Jim Morrell, Regence Blue Cross Blue Shield Irene and Jim presented a detailed utilization report for January thru May of 2010. The report included comparison analysis to last year’s experience. At the present time our County trends are positive toward improved insurance costs. Irene and Jim also reviewed some of the impacts the new Obama care program might have on the County. Phil Lowe – SJC Hospital CEO Phil updated Commissioners on the SJC Hospitals strategic plan and patient care reporting that they are looking into a Spanish Valley Clinic. Open Time & Other Business Tammy Gallegos, SJC Administrative Assistant, presented a grant application for signature for the Eastland Fire Department. A motion to approve Commission signature was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Tammy presented an annual contract for legal services with the State for approval and signature. A motion to approve the contract was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Ben Huntsman, SJC Fire Warden, presented a revised Memorandum of Understanding between the Utah Division of Forest Fire and State Lands and the County for signature. A motion to approve Commission signature was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Adjourn 12:05 P.M.
