SAN JUAN COUNTY COMMISSION MEETING July 26, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, SJC Chair Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Shem Leichty, Mark Maryboy, Marilyn Boynton, Larry Sorrell, Cody Deeter, Kelly Pehrson, Maxine Deeter, Phil Lyman, Jerry McNeely, Shannon Brooks, Carol Van Steeter, Howard Randall, Bill Boyle A motion to approve the minutes of July 19, 2010 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Shem Leichty – Brown and Caldwell Shem along with Mark Maryboy reported to Commissioners on the progress of the Seven Chapter Water Study. They stated that there are significant water needs on the Reservation and some areas are more troubled than others. With the information they have put together they have broke the area down to three regional plans each requiring approximately $50,000 to $75,000 per area. They reported that they are going to submit requests to the revitalization fund and requested letters of support for this. Commissioners agreed and also suggested they approach each chapter with a request for some funds. Cody Deeter – Lewis, Birmingham and Young Cody reported to Commissioners that he is with the financial firm Lewis, Birmingham and Young and stated that they would like to help the County with any financial needs there may be. Commissioner thanked Cody for his time. Norman L. Johnson – SJC Clerk/Auditor Norman reported to Commissioners that the tax valuation notices would mailed the middle of this week and that Blanding has seen significant increases. He stated that the tax abatement applications would be mailed by the end of the week. Norman reminded Commissioners that there would be a meeting Tuesday morning at 10:00 A.M. between the Water Conservancy Board, Forest Service and Others regarding Dry Wash Reservoir. Rick Bailey – SJC Administrator Rick presented three contracts for approval and signature. One from the State to Aging Services in the amount of $323,186; and two from the County to Rocky Mountain Health Services for Caregiver and Alternatives. A motion to approve all three contracts was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Rick presented two building permits for approval and signature. Kendall Fuller – Shed – Markle Rd, La Sal Scott Alyon – Residence – Bridger Jack Mesa, Moab A motion to approve the building requests, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Rick reported that the surety awarded Lisbon Valley Phase’s II and III to Brown Brothers. Jerry McNeely – SJC Liaison Jerry reported to Commissioners that he attended a meeting between the Grand and SJ County School Boards. Jerry and Bill Boyle, SJC School Board Member, stated that a survey was sent to all Spanish Valley residents on whether or not they would like to see the boundaries change for the school students in the area. They reported that most residents would like to see their tax monies go to the Grand County School system since that is where the students attend school. Commission Reports Commissioner Stevens reported that he plans to be in the County this week and will attend a Recapture Canyon meeting Wednesday. Commissioner Maryboy reported that he attended the Navajo Nation summer session and plans to be around this week. Commissioner Adams reported that he plans to be around all week with the exception of Thursday. Open Time and Other Business Maxine updated Commissioners on a few projects she has been working on including the Cal Black Airport stating that she has to file a Federal Registration Notice and it will take some time to hear anything on that.
