SAN JUAN COUNTY COMMISSION MEETING August 9, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Dawn Shaw, SJC Deputy Clerk Absent: Norman L. Johnson, SJC Clerk/Auditor Attendees: Jerry McNeely, Pam Hanson, Brooke Williams, Phil Lyman, Larry Sorrell, Kelly Pehrson, Marilyn Boynton, Mark Maryboy, Mike Lacy, Charlie Tracy, Howard Randall, Gavin Noyes, Grayson Redd, Bryan Hawthorne A motion to approve the minutes of August 2, 2010 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Pam Hanson – SJC Ec. Development Pam reported to Commissioners that there are concerned citizens in Mexican Hat over the lack of highway lighting. She stated that they have looked into solar and commercial lighting. Commissioners agreed that there is a problem and asked Pam to look into TRCC money that could go towards this. They also said they would look into other funding ideas for commercial lighting. Mark Maryboy – SJC Resident Mark expressed his concern over Utah Navajo Land use stating that Cedar Mesa is popular for Tribes to access to get plants and medicines. Commissioners stated that the Tribes have their continued support on this and the SJC Landbill. Open Time and Other Business Charlie Tracy, SJC Resident and RAC member, reported to Commissioners that the State Wildlife Elk Plan is up for re-planning and expressed his concern over the impact it was going to have on farmers and cattlemen. Phil Lyman, SJC Resident, expressed his concern in the property tax increase and asked if anything could be done about it. Commissioners stated that the State provides the guidelines on values and if the County does not impose them the State will. The tax rates are set by each entity and are then applied to the values. Rick Bailey – SJC Administrator Rick presented two building permits for approval and signature. Linda Webb – Residence – Hwy 46, La Sal Paul Plemons – Storage – 32 S Oak Circle, Monticello A motion to approve both building permits, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Rick reported that Brown Brothers will be starting road work next week in Lisbon Valley and stated that the County needed to advertise for Lisbon Valley Phase III B. Rick presented a Wireless 911 Service Agreement with Qwest for approval. Rick stated that this system goes off latitude and longitude and get to within so many feet of a person making a 911 call out in the country. A motion to approve the service agreement was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Rick presented a contract amendment with Predator Control for approval and signature. Rick stated that the funds are going from $5,000 to $4,000. A motion to approve the amendment was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Rick presented a procurement request for two Panasonic Toughbook 19 Touchscreens in the amount of $2,750/ea for EMS. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Jerry McNeely – SJC Liaison Jerry reported on the meetings he has attended and plans to attend including SITLA and Spanish Valley Water and Sewer. Commission Reports Commissioner Adams reported that he has helped with the fair and attended the Oljato Chapter meeting and plans to be in the County all week. Commissioner Stevens reported that he has been to the fair and attended a Forest Service meeting concerning the Johnson Creek Water Shed. He plans to be out of the County all next week.
