SAN JUAN COUNTY COMMISSION MEETING October 25, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Jerry McNeely, Marilyn Boynton, Phil Lyman, Doug Wright, Greg Adams, Lynn Laws, Cyndi Eldredge, Jeff Nielson, Monte Perkins, Howard Randall, Walter Bird, Nick Sandberg A motion to approve the minutes of October 18, 2010 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Doug Wright – SJ School District Superintendent Doug reported to Commissioners that a resolution has been passed by both the San Juan and Grand School Districts to change the School District Boundaries. He wanted to make it very clear that this is not a prelude to changing the County Boundaries and it does not include tax increases for the Spanish Valley Residents. This change is to give parents of Spanish Valley school students (who attend Grand County Schools) the opportunity to vote on the issues that affect their students. Doug stated that a Resolution will need to be drawn up by SJC and accepted by Commissioners. Cyndi Eldredge – SJC Personnel Cyndi presented a request to hire Roger Walkins as the Cadastral Mapper/Deputy Recorder with Rob Burr as the alternate. This is a full time Grade 11 Step 111 position. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Vote unanimous. Lynn Laws – SJC Road Superintendent Lynn presented four procurement requests for approval. One for a 2011 Ford F350 4x4 1 Ton Truck in the amount of $27,411.80, one for a 2011 Dodge Ram 2500 4x4 ¾ Ton Truck in the amount of $21,208.08, one for a Western Pro Plus 7’6” Snow Plow in the amount of $6,668.80 and one for a Buyers Stainless Steel 1.8 YD Sander in the amount of $4,150. A motion to approve all four procurement requests was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Vote unanimous. Norman L. Johnson – SJC Clerk/Auditor Norman reported to Commissioners that 695 by mail ballots and 130 absentee ballots have been sent out, and 87 early voters have come in. That is approximately 10% of all voters. He also stated that poll manager trainings will be taking place across the County all week. Monte Perkins – SJC Maintenance Monte presented two procurement requests for approval. Two Honda Snow blowers in the amount of $4,600 and a Riding Lawnmower in the amount of $1,999. A motion to approve requests was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Open Time and Other Business Jean Nielson, SJC Resident, updated Commissioners on issues related to the Bluff Service Area and Bluff Water Works. She stated that she would like to see more cooperation between the two entities. Rick Bailey – SJC Administrator Rick presented a building permit for approval and signature. Anthony Done – Garage – E Kiva Dr, Blanding A motion to approve the building permit, provide all appropriate signatures are in place was made by Commissioner Kenneth Maryboy. Lynn Stevens seconded the motion. None opposed. Vote unanimous. Rick presented a request to approve a Homeland Security Grant in the amount of 135,500. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Jerry McNeely – SJC Liaison Jerry reported to Commissioners on phone calls he has received regarding road closures in the County. He stated he attended a Housing Authority and Spanish Valley Water and Sewer meetings last week. Nick Sandberg – SJC Planning Nick reported to Commissioners on road closure issues involving County B Roads. He has been addressing these issues and will keep Commissioners informed. Commission Reports Commissioner Stevens reported that he plans to attend a Canyon Country Partnership meeting Wednesday and Thursday. Commissioner Maryboy reported that he attended the Navajo Nation Fall Session all last week. This week he plans to be in Salt Lake for the SJC Utah Navajos. Commissioner Adams reported that he plans to be in the County all week and stated that they will all meet with the Superintendent from Glen Canyon. Adjourn 12:17 P.M. 2
