SAN JUAN COUNTY COMMISSION MEETING January 3, 2011 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Cyndi Eldredge, Jerry McNeely, Dustin Fife, Charlie Delorme, Bob Turri, Mark Maryboy, Rick & Shelby Eldredge, Larry & Carla Sorrell, Nick Sandberg, David Gallegos, Glenis Pearson, Louise Jones, Howard Randall, Lyon Hazleton, David Bronson, Neil Joslin, Wanda Franklin, Lynn Laws, Kelly Pehrson, Paul Barr, Phil Palmer, Scott Mitchell, Lou Mueller, Bill Boyle, Brad Randall, Charlie Taylor, Mike Bradford, Sanford Randall, Cliff Mecham, Doug & Colleen Eldredge, Jody, Jordan Davin, Brooke and Kade Lyman Lyon Hazleton – SJC Justice Court Judge Judge Hazleton administered the oath of office to Kenneth Maryboy, SJC Commissioner; David David Bronson, SJC Surveyor; Howard Randall, SJC Assessor; Glenis Pearson, SJC Treasurer; Phil Lyman, SJC Commissioner; Louise Jones, SJC Recorder; Rick Eldredge, SJC Sheriff; Norman L. Johnson, SJC Clerk/Auditor. Lynn Laws and Wanda Franklin – SJC Road Department Lynn and Wanda presented the Bi-Annual Bids for the Road Department. Battery Bid – Motor Parts Corrugated Steel Pipe Bid – Contech Filter Bid – Monticello Home and Auto Oil, Grease and Antifreeze Bid – BCL A motion to approve the recommended bids was made by Commissioner Kenneth Maryboy. Commissioner Phil Lyman seconded the motion. None opposed. Vote unanimous. Cyndi Eldredge – SJC Personnel Cyndi presented a request to approve a job change and salary increase for Rusty Montague(Step 47 to 92), Tyrell Cressler (Step 47 to 92), Robert Hanass (Step 53 to 94), Sergio Cordova (Step 48 to 94). Cyndi stated that each one went from a laborer to light equipment operator. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Phil Lyman seconded the motion. None opposed. Vote unanimous. Charlie DeLorme – SJC Ec. Development Charlie presented an out of state travel request to ITB Berlin Following a discussion on the amount of the trip, who it’s designed to target and what the impact would be if the show was not attended, a motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Phil Lyman seconded the motion. None opposed. Vote unanimous. Norman L. Johnson – SJC Clerk/Auditor Norman presented a request to ratify four Beer License renewals stating that all four were approved by former Sheriff Mike Lacy. Hole in the Rock General Store, Outwest Food and Fuel #16, Cottonwood Steakhouse, and Canyonlands Needles Outpost. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Phil Lyman seconded the motion. None opposed. Vote unanimous. Norman stated that he would update Sheriff Rick Eldredge on the process. Norman presented Commissioners the list of “Commission Assignments” for Commissioners to review and make necessary changes. Norman stated that the list is reviewed and revised every two years. A motion to nominate Bruce Adams as Commission Chairman was made by Commissioner Kenneth Maryboy. Commissioner Phil Lyman seconded the motion. None opposed. Vote unanimous. A motion to nominate Kenneth Maryboy as Commission Vice Chairman was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Tammy Gallegos – SJC Administrative Assistant Tammy reported that Rick Bailey, SJC Administrator, is working on a Resolution for the Utah Navajo Trust Fund. Tammy invited Commissioners to Senior Day at the Legislature February 10. Open Time and Other Business Mark Maryboy, SJC Resident, reported to Commissioners on issues he would like addressed. He presented a request to have Commissioners draft a letter to Senators and Congressmen to support keeping the Utah Navajo Trust Fund in San Juan County. Jerry McNeely – SJC Liaison Jerry reported to Commissioners on the various issues he has been working on including discussions with BLM and SITLA on Hatch Rock. Nick Sandberg – SJC Planning Nick reported to Commissioners that he has meet with the Forest Service to discuss their travel plan and plans to meet with the BLM next Monday at 1:00 P.M. Commission Reports Commissioner Maryboy reported that he attended a Teec Nos Pos planning meeting last night and plans to attend a Red Mesa planning meeting tonight. He stated that he will leave tomorrow to Salt Lake for an air quality and uranium meeting. Commissioner Adams reported he plans to go to Salt Lake for meetings and attend CIB Thursday. Adjourn 12:17 1
