SAN JUAN COUNTY COMMISSION MEETING August 22, 2011 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Kenneth Maryboy, Vice Chairman Phil Lyman, Commissioner Rick Bailey, San Juan County Administrator Norman L. Johnson, County Clerk /Auditor Absent: Bruce Adams, Chairman Attendees: Howard Randall, Jerry McNeely, Marilyn Boynton, Phil Glaze, Monte Wells, Nick Sandberg, Bob Turri, Lynn Laws Minutes: The minutes of August 15, 2011 were approved upon a motion by Phil Lyman and seconded by Kenneth Maryboy. Voting was unanimous. Lynn Laws - SJC Road Superintendent Lynn presented a Road Project Agreement with the USDA, Forest Service in the amount of $50,000 for road milling. Following a brief discussion a motion was made by Phil Lyman to approve signing the agreement and seconded by Kenneth Maryboy. Voting was unanimous. Rick Bailey - SJC Administrator Rick reviewed the cooperating agency meeting recently held regarding the Arizona Strip. The DEIS is being pushed thru without adequate comment and local input. Rick said he attended several days of training this week with UCIP and was a presenter at some of the sessions and reminded the commission there would not be a meeting next Monday as it is a 5th Monday. The next Commission Meeting will be Tuesday September 6th the day after Labor Day. Rick presented four Building permits for approval and signature. Latigo Wind Park, LLC (3 Permits) Wind Towers - North of Monticello Steve Meyer - Roof over Mobile Home - Blanding A motion to approve the permits provided all appropriate signatures are in place and payment is made, was made by Commissioner Phil Lyman and seconded by Commissioner Kenneth Maryboy. None opposed. Vote was unanimous. Rick asked about the UAC meetings in Midway next month and who would be attending. Phil said he would not be but Kenneth said he would be going. Jerry McNeely - North SJC Liaison Jerry discussed the meeting he had attended of the Spanish Valley SSD Water Board and the projects involving the Forrest Service. He thinks the Water Board is about to get their liability insurance taken care of and the hearing on the water should be in October. The Forrest Service is pleased with the new ATV bridge and continues to be progressive about cooperation in the county. Jerry said he will be in the County the rest of the week. Nick Sandberg - SJC Planner Nick said he will be working some more this week on the Recapture Train and that Bob Turri will go with Phil and Mike Diem to Maverick Point this week as he will be taking some time off the 25th thru Sept 5th. Commission Reports Commissioner Lyman - will be at BOE today from 3:00 PM to 6:00 PM, as he was at last week’s session. On Thursday he was in SLC to the Constitutional Defense Council meeting and he attended the memorial for Jason Workman on Saturday. Commissioner Maryboy - indicated he may go to SLC to meet on the tobacco fund and otherwise he will be in the County. Last week he had a very long Tribal Council session. Open Time and Other Business Marilyn Boynton reported on her findings concerning the report from last week about the Navajo Nation settlement with the state of 81,000 Ac Ft of water in the San Juan. She does not feel there will be an impact on the river flow as the agreement is currently designed. Adjourned 10:57 AM 1
