SAN JUAN COUNTY COMMISSION MEETING November14, 2011 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Phil Lyman, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Jerry McNeely, Larry & Carla Sorrell, Neil Joslin, Bob Turri, Bill Boyle, Nick Sandberg, Marilyn Boynton, Monte Wells, Rick Eldredge, Dawn Howe, Jerry McNeely, Lynn Laws, Crystal Holt, Bill Boyle, Leonard Gorman, Kelly Pehrson, Jeff Nielson, Walter Bird, Wilfred Jones, Clarence Rockwell, John Billie, Lorine Bernally Motion to approve minutes of October 24 & November 7, 2011, subject to Commissioner Kenneth Maryboy’s approval, was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Commissioner Maryboy was absent for the vote. Lynn Laws – SJC Road Superintendant Lynn presented a procurement request for two Henke DB9 9’ front mounted Dozer Blade in the amount of 5,723/ea. from Honnen Equipment. A motion to approve the request was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Commissioner Maryboy was absent for the vote. Crystal Holt – SJC Personnel Crystal presented a request to hire Turner Keith as a full time Sheriff’s Office Dispatcher, a Grade 8 position. A motion to approve the request was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Commissioner Maryboy was absent for the vote. Greg Adams – SJC P&Z Greg reported to Commissioners that parcel #B36220342423 is being taxed by the County and Blanding City. The owner states that he paid the 2009 taxes and recently found out that he owes for 2008. The property owner states he has done his due diligence and has requested the County write off the back taxes owed. After a discussion Commissioner’s asked Greg to gather more information and bring the issue back next week. Jerry McNeely – SJC Liaison Jerry reported to Commissioners on the various projects he is working on including a Forest Service coordination meeting and UPCD meeting Tammy Gallegos – SJC Administrative Assistant Tammy presented two building permits for approval and signature. The Hat Rock Inn – Swimming Pool – E Hwy 163, Mexican Hat Escovar Thomas – Garage w/ Storage – Summit Point, Monticello A motion to approve both building permits, provided all appropriate signatures are in place, was made by Commissioner Phil Lyman. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Norman L. Johnson – SJC Clerk/Auditor Norman reported to Commissioners on the proposed redistricting and census figures stating that if the County were to move precinct 4 (Cedar Point) and precinct 5 (Ucolo) into District 2 (Blanding) then he figured the precinct totals would be about even. Leonard Gorman, NNHRC, stated that the redistricting needs to be re-done by the Census Blocks. There was considerable discussion on how the Clerk’s Office arrived at the Census numbers in each precinct. A motion to redistrict the County, using Census Blocks, was made by Commissioner Kenneth Maryboy. The motion died for lack of a second. After additional discussion Commissioner Bruce Adams passed the Commission Chair to Commissioner Kenneth Maryboy and made a motion to move precincts 4 and 5 to District 2. Commissioner Phil Lyman seconded the motion. Vote unanimous. Commissioner Kenneth Maryboy opposed the motion. Nick Sandberg – SJC Planning Nick presented a request for Commission signature on a letter to BLM for two roads to be added to their travel plan. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Phil Lyman seconded the motion. None opposed. Vote unanimous. Commission Reports Commissioner Maryboy reported that he attended a Utah Navajo Commission meeting and was elected to be the new Chair. He stated that he plans to attend UAC in St. George. Commissioner Adams reported that he attended the annual Road Department Employee Training, missed the meeting with Congressman Chaffetz and plans to attend UAC. Commissioner Lyman reported that he attended UNCM, a Blanding Travel Council meeting, met with Congressman Chaffetz and plans to attend UAC. He stated that an asphalt hot plant in Bluff is shutting down due to environmental complaints so there will be some jobs lost. Adjourn 12:58 P.M. 2
