SAN JUAN COUNTY COMMISSION MEETING February 27, 2012 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room in Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Phil Lyman, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn R. Shaw, SJC Deputy Clerk Attendees: Jerry McNeely, Anna Thayn, Neil Joslin, Marilyn Boynton, Nick Sandberg, Bob Turri, Connie Haycock, Jaylee Franklin, Wanda Franklin, Kate Cannon, Joette Langianese, Charlie DeLorme, Larry & Carla Sorrell, Kelly Bradford, Susan DeLorme, Rick Eldredge, Monte Wells, Lou Mueller, Jason Torgerson, Nelson Yellowman A motion to approve the minutes of February 21, 2012 was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Joette Langianese & Kate Cannon Friends of Arches & Canyonlands Joette and Kate reported to Commissioners on the Friends of Arches and Canyonlands group stating that the group was formed in 2009 by the Bates Wilson Legacy Foundation. They updated Commissioners on what it is the group does including things such as scholarships and night sky programs. Connie Haycock – Children’s Justice Center Connie presented a power point to Commissioners detailing the services provided by the Children’s Justice Center. She stated that there is a center in Moab, that offers services to children that suffer all kinds of abuse, and they would like to put a satellite location in Blanding. She reported that Sheriff Eldredge has room in the annex building in Blanding and that there are a few things that need done to get the center going. Commissioners thanked Connie for all she does and stated she had their support under Sheriff Eldredge’s direction. Tammy Gallegos – SJC Administrative Assistant Tammy reported to Commissioners that about two years ago the county applied for a grant with USDA to get a fire station put in Eastland. She stated that in order to get the $80,000 grant the county has to commit to apply for another grant (CIB) in the amount of approximately $50,000. After some discussion it was agreed to secure the $80,000. Jerry McNeely – SJC Liaison Jerry reported to Commissioners on the various projects he is working on including roads in Spanish Valley, SITLA and BLM. He stated that he documented some roads in the county and has names for John of people interested in helping with roads. Nick Sandberg – SJC Planning Nick reported that he is still working with BLM and the Forest Service on issues. Open Time and Other Business Charlie DeLorme, SJC Ec. Development, invited Commissioners to a Legislative Dinner Wednesday, a Governor’s Summit April 10 and Advisory Council meeting April 13. Commissioners directed Lynn Laws, SJC Road Superintendent to destroy the berm on Road 0570 and do any maintenance to make road passable. Nelson Yellowman, SJC Resident, updated Commissioners on the UNTF. Commission Reports Commissioner Lyman reported that he attended a Native American Studies Board meeting in Blanding, the Lincoln Day Dinner and Western Small Mines Association Banquet and business meeting. Commissioner Maryboy reported that he plans to head to Little Rock Arkansas tomorrow then will head to Washington D.C. He stated that has been following the Town Hall meetings in Aneth. Commissioner Adams reported that he attended the Lincoln Day Dinner, the Western Small Mines Association Banquet and plans to head to Washington D.C. this week. 11:39 – Executive Session A motion to go into executive session to discuss legal and personnel issues was made by Commissioner Kenneth Maryboy.
