SAN JUAN COUNTY COMMISSION MEETING March 19, 2012 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman (was excused prior to the start of the meeting) Phil Lyman, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, County Clerk /Auditor Attendees: Jerry McNeely, Marilyn Boynton, Monte Wells, Nick Sandberg, Bob Turri, Anna Thayn, David Bronson, Kelly Pearson, Dawn Howe, Rick Eldredge, Maxine Deeter, Charles Delorme, Shawnmarie Powell, Jennifer Davalia, Susan Delorme, Neil Joslin Chairman Bruce Adams - stated all three commissioners had met with the School Superintendent and Business Manager this morning prior to today’s meeting to discuss and co- ordinate legislative issues. Commissioner Maryboy left the meeting to attend to other business today. Minutes March 12, 2012 Commissioner Lyman made a motion approve the minutes of March 12, 2012. The motion was seconded by Commissioner Adams. Voting was unanimous. Public Hearing Commissioner Lyman made a motion to go into a public hearing. The motion was seconded by Commissioner Adams. Public Hearing regarding the issuance and sale of not more than $465,000 aggregate principal amount of taxable Lease Revenue Bonds of the Municipal Building Authority of San Juan County, Utah and to allow public input regarding any potential economic impact that the improvements, facility or property financed in whole or in part which the proceeds of the bonds may have on the private sector. There were no public comments. Commissioner Lyman made a motion to go out of public hearing and authorize the issuance of the Bonds. The motion was seconded by Commissioner Adams. Shawnmarie Powell and Jennifer Davalia – Bluff After School Program Shawnmarie and Jennifer made an in-depth presentation on the value of after school programs. The program value is for children, parents and the community. Programs are based around educational values and assistance. A handout was provided with additional information and the location of the Utah Afterschool Network website. The presenters requested the Commissioners form a County Committee to study and support the project. Following a discussion the Commission felt they would need a letter of support from the School Board prior to forming a committee or becoming further involved. Marilyn Boynton – County D-Road issues Marilyn expressed her opinion to the commission about the recent events relating to the road closing by the BLM and the county reaction to it as published in the San Juan Record. She feels there should be a better way to resolve issues than to attack individual persons. Marilyn stated that when there is road damage or restrictions which cause vehicles to leave the approved route it should be reported to the County or BLM for remediation. The Commission and members of the public stated that there is currently good co-operation and communication between the BLM and County in resolving known road problems. Tammy Gallegos – SJC Administrative Assistant Tammy presented one Building permit for approval and signature. The Nature Conservancy – Pavilion and Barn Remodel – Dugout Ranch A motion to approve the permit provided all appropriate signatures are in place Commissioner Lyman and seconded by Commissioner Adams. Vote was unanimous. Jerry McNeely - North SJC Liaison Jerry discussed the meetings he had concerning the Sunny Acres road contours and drainage problems. Progress is continuing on the Spanish Valley roads. He went to Lisbon Valley with Brian to look at the area the seismograph crews had been working and indicated there were not any problems created by the project. Jerry gave the NPS the information provided by the Musselman’s last week. Nick Sandberg - SJC Planner Nick reported that he had attended the BLM scoping meeting on the Devils Canyon Fuels Project. He will listen in on the Western Colorado uranium leasing call and is continuing to follow-up on the Glenn Canyon OHV Trail Review. Nick reminded the commission of the 1:00 PM meeting today with Kate Cannon and said that on Tuesday the 27th there will be an open house on oil & gas issues at the Monticello High School sponsored by the BLM. Commission Reports Commissioner Lyman – attended the BLM coordinating meeting and a San Juan Counseling Board meeting. San Juan Counseling is starting to look at capitation funding for the future. He attended the Economic Development Corp. of Utah Trustees meeting in SLC. Commissioner Lyman indicated there are issues relating to the Arizona Strip legal action if the State of Arizona does not stay involved. On Saturday 24th Representative Jason Chaffetz will be in the County to meet with Republican State Delegates. Commissioner Adams – reported that last week he forgot to mention his and Commissioner Maryboy’s meetings in Washington DC with Mark Maryboy and Bob Abby. He is in hopes Mr. Abby will make a trip here to go see the Cedar Mesa area. Commissioner Adams will be in the County this week. Open Time & Other Business Charlie Delorme reported that the State Travel Council will hold their annual retreat in Bluff at the Desert Rose Inn on April 12th and have lunch on the 13th at the Bluff Historic Site. He invited the commissioners to attend. Both Commissioners indicated they could attend the luncheon. John Fellmeth set up a meeting with the commissioners and our attorney’s on the RS2477 road project for Wednesday at 11:00 AM. Sheriff Rick Eldredge requested signature on a grant from the Utah Commission on Criminal and Juvenile Justice in the amount of $5,000 and authorization to expend the funds for a “Microhog Covert Digital Camera” and accessories. Commissioner Lyman made a motion to accept the grant and authorize the purchase of the camera and equipment. The motion was seconded by Commissioner Adams. At 11:52 AM Commissioner Lyman made a motion to go into an Executive Session to discuss a legal issue. The motion was seconded by Commissioner Adams.
