SAN JUAN COUNTY COMMISSION MEETING April 9, 2012 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room in Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Phil Lyman, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn R. Shaw, SJC Deputy Clerk Attendees: Jerry McNeely, Anna Thayn, Marilyn Boynton, Dustin Fife, Monte Wells, Dawn Howell, Charlie DeLorme, Nick Sandberg, Bob Turri A motion to approve the minutes of April 6, 2012, subject to Commissioner Kenneth Maryboy’s approval, was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Commissioner Kenneth Maryboy was absent for the vote. Dustin Fife – SJC Library Director Dustin presented an out of state travel request to attend a conference in Washington D.C. The cost of the conference is being paid by the Gates Foundation. A motion to approve the request was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Commissioner Kenneth Maryboy was absent for the vote. Charlie DeLorme – SJC Ec. Development Charlie reported to Commissioners that he received an invoice for operations and maintenance on a sander, which was purchased through his office, for a road department truck in Monument Valley to be used for plowing snow in the area. The agreement was to have people from Goulding’s operate the truck. Charlie stated that he would like some direction on the invoice, believing that the road department would take on the responsibility of operations and maintenance since the sander is on a road department vehicle. Commissioners stated they would contact the road department to clear up this issue. Norman L. Johnson – SJC Clerk/Auditor Norman reported to Commissioners that he planned on there being a Primary Election and presented them with the calendar for said election. Norman presented Commissioners with a list of the 2012 Tax Sale Properties. He stated that four would be pulled from the sale because of litigation, two would be pulled because they do not exist on the ground and two are pieces of equipment, personal property, that were attached to a centrally assessed property. Tammy Gallegos – SJC Administrative Assistant Tammy presented two building permits for approval and signature. Steve Simpson – Remodel – Mulberry Ave, Bluff DFCM – Visitor’s Center – Black Locust Ave, Bluff A motion to approve both building permits, provided all appropriate signatures are in place, was made by Commissioner Phil Lyman. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Jerry McNeely – SJC Liaison Jerry reported to Commissioners that he attended a Utah Association of Conservation District workshop. He has also met with BLM, SITLA and the Forest Service. Nick Sandberg – SJC Planning Nick reported to Commissioners that he met with SJC Ec. Development’s Pam Hanson and BLM to discuss the renewal of a permit for the ATV Safari. He also met with Corrine Roring and Lynn Stevens regarding a Hole in the Rock Trail connector route the county has applied for on Cedar Mesa. Commission Reports Commissioner Lyman reported that he met with Creamer & Nobel before attending the UDOT meeting last Tuesday. He attended a dinner and open house at Blue Mountain Hospital with Senator Lee and plans to attend the Tourism Conference on Friday. Commissioner Maryboy reported that he plans to go the Salt Lake tomorrow to meet with Lt. Governor Greg Bell and staff to discuss water rights. Commissioner Adams reported that he attended CIB is St. George last week where they approved the grant request for the Mexican Hat Water System. This week he plans to attend an NRF meeting, the Governor’s Economics Summit and AOG. 11:29 – Executive Session A motion to go into executive session to discuss legal and personnel issue was made by Commissioner Phil Lyman. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. 12:00 – End Executive Session A motion to go out of executive session was made by Commissioner Phil Lyman.
