SAN JUAN COUNTY COMMISSION MEETING October 1, 2012 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room in Monticello, Utah. Present: Bruce Adams, Chairman Phil Lyman, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn R. Shaw, SJC Deputy Clerk Absent: Kenneth Maryboy, Vice Chair Attendees: Jerry McNeely, Marilyn Boynton, Monte Wells, John Black, Rick Eldredge, Bill Boyle, Victor Shafer, Susan Taylor, Charlie DeLorme, Monte Perkins, Bob Turri, Nick Sandberg, Shelby Seely Monte Perkins – SJC Maintenance Monte presented a request to have 4 Corners Electric do the electrical work at the fairgrounds in the amount of $13,449.98. A motion to approve the request was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Crystal Holt – SJC Personnel Crystal presented a request to hire Stanley Holiday as a part time Grade 1 Step 1 for the SJC Rd. Department. A motion to approve the request was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Crystal reported to Commissioners that Austin Lyman, a case worker for SJC Aging Dept., retired the end of last month and presented a request to hire Brittany Dalton as a full time Grade 23 Step 123 case worker. A motion to approve the request was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Commissioners asked that the SJC Administration Office prepare a letter to Austin thanking him for his years of service. Charlie DeLorme – SJC Ec. Development Charlie presented an out of state travel request for Pam Hanson to Dallas, TX in the amount of $1,203 for a staff booth at Adventures in Expo. A motion to approve the request was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Norman L. Johnson – SJC Clerk/Auditor Norman presented a letter for Commission signature on the UCCJJ Annual Report stating that the Beer Tax went to inmate care at the jail. Norman presented Commissioners with a list of all abatements completed thus far and asked for Commission approval. A motion to approve the request was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Norman stated that the list totals $117,849.29 in abatements and that three properties were rejected. Norman reported to Commissioners that there is one more component unit audit needed for the completion of the audit and states that Rick would have that finished within two weeks. Tammy Gallegos – SJC Assistant Administrator Tammy presented a request to approve a contract with SJ Mental Health in the amount of provided services for seniors at the centers. A motion to approve the request was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Jerry McNeely – SJC Liaison Jerry reported to Commissioners on the various items he has been working on including BLM, Kate Cannon from the NPS and plans to meet with the Forest Service Wednesday. Nick Sandberg – SJC Planning Nick presented a letter for Commission signature to the BLM regarding the Beef Basin/Dark Canyon Plateau Sagebrush Restoration. A motion to approve the request was made by Commissioner Phil Lyman. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Nick reported to Commissioners on the UAC meeting he attended last week concerning state lands. Commission Reports Commissioner Lyman reported that he attended the NRF and UAC meetings last week. He stated that he would like the letter that had been drafted be sent along with the “property clause book” to Senators Hatch and Lee and to Representative Chaffetz regarding the Statehood Book. Commissioner Lyman invited Shelby Seely to speak on behalf of an email he received from Howard Randall, SJC Assessor, regarding his property taxes. Shelby stated that he thought the issue was taken care of and feels attacked with the Assessor wanting more information about the equipment he has at his carwash. Commissioners stated they agreed with Mr. Seely and said the issue would be going through the appeals process. Commissioner Lyman reported that he plans to attend the CEU Dedication this week. Commissioner Adams reported that attended NRF, UAC, Joint Highways Committee meeting and the Kane Valley Celebration. This week he plans to attend a CIB meeting. Citizens Comments Marilyn Boynton, SJC Resident, addressed an issue on Brumley Ridge wanting to know if there were plans for “fracking”. Commissioner Adams stated that there would be. Marilyn Boynton, SJC Resident, addressed an issue on the UNF Bank Accounts saying that there was no money missing and asked who was on the fair board. Commissioner Adams stated that Davis Filfred is the UNF Board Director. Marilyn Boynton, SJC Resident, addressed an issue about the Shelby Seely property tax issue stating that the State of Utah has questioned the taxes and that the Assessor cannot just “dissolve” the equipment in question.
